City of Eugene, Oregon
Reorganizing and Affirming City Departmental Organization;
and Repeal of Administrative Order 21-04.07,
The City Manager of the City of Eugene finds that:
A, Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002,
the City Manager is designated as the administrative head of the City, specifically authorized to
appoint and remove all employees (except as otherwise provided in the Charter), organize, and,
as deemed necessary, disband and reorganize various City departments, and to enforce all
ordinancesofthe City,
B, Pursuant to that authority, on October 8, 2004 the City Manager issued
Administrative Order No, 21-04-07 that established and/or ratified the official Departments and
Divisions of the City of Eugene,
C,, Since that time changes have occurred within the Police Department, and
Administrative Order No, 21-04-07 should be repealed,
NOW, THEREFORE,
THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS
THAT:
1,~ Based on the above findings, which are hereby adopted, the following are hereby
established and/or ratified as the official Departments and Divisions of the City of Eugene:
Central Services:
City Manager's Office
Facility Management
Information Services
Financial Services
Municipal Court
City Prosecutor's Office
Human Resource & Risk Services Department
Human Resource Services
Risk Services
Fire & Emergency Medical Services Department:
Administrative Services Division
Field Operations Division
Administrative Order- 1
Police Department:
Investigation Division
Operations Support Division
Patrol Division
Technical Services Division
Library, Recreation & Cultural Services Department:
Administration Division
Cultural Services Division
Library Services Division
Recreation Services Division
Planning & Development Department:
Administration Division
Building & Permit Services Division
Community Development Division
Planning Division
Public Works Department:
Administration Division

Engineering Division
Maintenance Division

2, Administrative Order No, 21-04-07 is repealed as of the effective date of this
Order, and to the extent any other order is in conflict with this Order, the order, or its conflicting
provision(s) are repealed, as of the date indicated below, Nothing contained herein shall affect
the validity of any actions taken pursuant to such orders, which are hereby ratified and affirmed,
The City Recorder is directed to remove such conflicting orders from the City's Administrative
Order Index or to note their repeal thereon,
