Eugene City Council Council Chamber--City Hall November 23, 1992 7:30 p.m. COUNCILORS PRESENT: Shawn Boles, Bobby Green, Ruth Bascom, Roger Rutan, Paul Nicholson, Kaye Robinette. COUNCILORS ABSENT: Debra Ehrman, Randy MacDonald. The adjourned meeting of the Eugene City Council of November 18, 1992, was called to order by His Honor Mayor Jeff Miller. I. PRESENTATION TO CITY COUNCIL OF BIKE COMMUTE WEEK AWARD Bicycle Committee Chair Brian Churchill, on behalf of the City's Bicycle Committee, presented Mayor Miller and the City Council with an award the City received in recognition of its bicycle commute week efforts from the Associa- tion for Commuter Transportation, which annually recognizes unique commuter transportation programs in cities nationwide. . II. CONSENT CALENDAR A. Approval of City Council Minutes of July 27, 1992, Dinner Work Session; July 29, 1992, lunch Work Session; August 10, 1992, Dinner Work Session; August 19, 1992, lunch Work Session; August 28, 1992, Dinner Work Session; and October 14, 1992, Lunch Work Session '. B. Resolution Calling for a Public Hearing to Consider Prop~'se4'.'.;~'.:~~;,,~:i <. Withdrawal of Recently Annexed Properties from Special Distritts Res. No. 4352--A resolution calling a public hearing to consider proposed withdrawal of territories (Van Meter, EC EU 92-22; O'Neil, EC EU 92-26; Halvorson, C EU 92- 29; Woods, EC EU 92-32; Warren, EC EU 92-36; Dick, EC EU 92-41) from the River Road Water District and River Road Park and Recreation District; (C EU 92- 25, School District 4J) from the River Road Water District, the River Road Park and Recreation Dis- trict, and the Santa Clara Water District; and (EC EU 92-29, Breeden land Company) from the Santa Clara Water District. . Roll call vote; the motion passed unanimously, 6:0. III. ORDINANCE AUTHORIZING THE INSTITUTION OF PROCEEDINGS IN EMINENT DOMAIN FOR THE ACQUISITION OF PROPERTY INTERESTS ALONG AMAZON CREEK, BETWEEN BAILEY HILL ROAD AND BELTLINE HIGHWAY City Manager Mike Gleason introduced the topic and said that Les Lyle, Public Works Department, was present to answer questions. CB 4424--An ordinance authorizing the institution of proceedings in eminent domain for the acquisition of property inter- ests along Amazon Creek, between Bailey Hill Road and Beltline Highway, for the purposes of access to maintain the drainage channel and to provide a corridor for future bike path improvements. .~ Mr. Boles moved, seconded by Mr. Green, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion passed unanimously, 6:0. Council Bill 4424 was read the second time by number only. Mr. Boles moved, seconded by Mr. Green, that the,bill be approved . .~ and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed and became Ordinance No. 19889 (6:0).
