COUNCILORS PRESENT: Shawn Boles, Bobby Green, Ruth Bascom, Debra Ehrman,
Randy MacDonald, Paul Nicholson, Kaye Robinette, Roger
Rutan.
I. CALL TO ORDER
The meeting of the Eugene City Council was called to order by His Honor Mayor
Jeff Mi 11 er.
II. WELCOME AND INTRODUCTIONS
Mayor Miller introduced his wife Mary and aunt Ruby. He acknowledged Irene
Stark, who interpreted the State of the City event for the hearing impaired.
Eugene City Councilors were introduced as follows: Randy MacDonald, repre-
. senting Ward 1; Ruth Bascom, representing Ward 2; Debra Ehrman, representing
Ward 3; Paul Nicholson, representing Ward 4; Kaye Robinette, representing Ward
5; Bobby Green, Council Vice President representing Ward 6; Shawn Boles,
Council President representing Ward 7; and Roger Rutan, representing Ward 8,
III. RECOGNITIONS
Mayor Miller presented plaques to six individuals whom he described as typical
of those in the audience who represent the community's spirit of volunteerism.
Pearl Hill was recognized for her work with the community's youth, public
safety issues, and African-American concerns. George Russell accepted the
plaque as Ms. Hill was unable to attend the meeting.
Gretchen Hult Pierce was recognized for her professional cooperation and
creative contributions to the City of Eugene.
Michael Schwartz was recognized for inspiring enthusiasm, commitment, and
caring, both personally and professionally in the community.
Alicia Hays was recognized for her commitment to advocating the rights of, and
inclusion of, people with disabilities in the community.

Anqie Sifuentez was recognized for her efforts in coordinating community
awareness for the Hispanic community through the development of the first .
annual Fiesta Latina.
GeorQe Russell was recognized for his outstanding c9mmitment to youth develop-
ment and commitment to the community's youth of color.
IV. PRESENTATION OF PLA~UES TO OUTGOING COUNCILORS AND MAYOR
Mayor Miller recognized three retiring councilors.
Roqer Rutan was recognized for his dedicated service on the City Council, and
his 20-year service to the community. Mr. Rutan accepted the award and
reflected on his 12-year participation on the City Council.
Debra Ehrman was recognized for her dedicated service on the City Council, and
to the community. Ms. Ehrman accepted the award and reviewed the council's
achievements during her two terms of service.
Ruth Bascom was recognized for her dedicated service on the City Council, and
her successful campaign for mayor. Ms. Bascom said she would present an
inaugural address on January 11, 1993.
Mayor Jeff Miller was presented with a plaque by Mayor-Elect Ruth Bascom in
recognition of his leadership, good humor, gracious presence at innumerable
community functions, and long hours of service on the City Council. .

V. STATE OF THE CITY ADDRESS
Mayor Miller presented his State of the City Address, a transcript of which is
attached.
Mayor Miller thanked his parents, first supervisor, pastor, college profes-
sors, wife and children, business partner, and John Ball, who first introduced
him to local government. He reviewed progress made in the areas of public
safety, the economy, downtown revitalization, human rights, low-cost housing,
capital projects, intergovernmental cooperation, and the unprecedented Eugene
Decisions process. Mayor Miller described his vision for the City of Eugene
and challenged those present to become involved in local government on some
level. He thanked the community for the opportunity to serve as its mayor.
VI. ADJOURN
~ayor Miller invited those present to a reception in the McNutt Room immedi-
ately following the meeting.
The meeting adjourned at 12:35 p.m.
