Adjourned special meeting - from May 3, 1976 - was called to order by Council President Gus Keller in the absence of Mayor Anderson at 5:00 p.m. on May 6, 1976 in the McNutt Room at City Hall for the purpose of selecting a Planning Commissioner to fill the vacancy created by the resignation of Howard Bonnett. Other Council members present were Eric Haws, Wickes Beal, Neil Murray, Ray Bradley, and Edna Shirey. Council members absent were Tom Williams and D. W. Hamel. Finalists interviewed for the position on the Planning Commission for balance of term ending January 1, 1979 were: Margaret M. Steveson, 341 West 19th Avenue Elizabeth Heath, 2087 Law Lane Nancy Hindman, 2210 Sandy Drive Adrienne D. Lannom, 310 East 14th Avenue Eleanor Mulder, 2775 Emerald Street Pat Munkres, 2104 Dewey Street It was noted that Thorn Chambliss, 1510 Mill Street, also a finalist, had asked that his name be withdrawn from consideration. At the conclusion of interviews, given the opportunity for Council discussion, Mrs.Shirey asked on what criteria the choice would be based. Mr. Keller answered that it would be each Council member's individual judgment as to which person would most benefit the Commission. Tallies were decided upon, with the two receiving the most votes to be the final two from which a choice would be made. ~ The first vote resulted in selection of Adrienne Lannom and Pat Munkres. A vote was taken on these two, resulting in a 3:3 tie. A second tally also resulted in a 3:3 tie. Discussion followed, each Council member present giving the reasons for each one's choice. A third ballot was taken, resulting in a 3:3 tie. A fourth ballot also resulted in a 3:3 tie. Councilman Haws suggested members interview the two of the same split there. put pressure on those two split, he said, the issue be "running away from the flipping a coin, or perhaps having the two absent Council finalists, making a selection. He recognized the possibility Councilman Keller thought that would be impractical and would Council members to make the selection. And if their vote was would be left to the Mayor, then the Council would appear to issue." Councilman Murray wondered whether it would be appropriate to choose one of the two at this time to fill a possible future vacancy. Mrs. Shirey noted that Alan Maxwell, plan- ning commissioner, had spoken to her about filling an anticipated vacancy at least six months in advance of its occurring becuase he felt it a definite advantage to the Com- mission to have someone familiar with the work of the Commission before actually taking office. Mr. Keller thought the citizen interest form process precluded that, there could be bad feelings among those having filed and not knowing that was going to happen. - Don Floyd, Register-Guard reporter, verified, in response to Mr. Murray, that Ken Reeder had said he would not seek reappointment to the Commission. Mr. Haws suggested the .2LJI 5/6/76 - I alternative of starting over and voting again on all six finalists, but Mr. Murray didn't pprove of that and suggested another vote on the two finalists. Mr. Bradley suggested allowing the missing Council members to interview the two finalists, then holding a meeting of the full Council and vote next week. Or, instead of voting one tally for one person, to vote on a graded scale or point system. Mr. Keller said there was no guarantee all eight Council members could be present at a meeting next week and he saw no merit in a point system. He said the two persons selected were the choice of the majority of those present. He suggested another ballot. Ballot was taken resulting in the selection of Adrienne Lannom. Mr. Murray moved second by Mrs. Shirey that Pat Munkres be selected as alternate should Ms. Lannom not be able to serve. Motion carried unanimously.
