Anderson in the Council Chamber on June 30, 1976 at 11:30 a.m. with the folloiwng Council members present: Gus Keller, Eric Haws, Wickes Beal, Tom Williams, Ray Bradley, and D. W. Hamel. Council members Neil Murray and Edna Shirey were absent. I - City Budget, 1976-77 i Manager referred to the Parks Department memo outlining alternatives proposed for retaining the $14,500 in the outdoor recreation program (transferred by the budget committee to library book purchases). The Parks Department requested that the I recreation budget as a whole not be reconisdered, only that shifts within the pro- gram be allowed, increasing fees in that program area or others where suitable to enable keeping the outdoor program at its present budgeted level. Council Bill No. 1186 - Adopting budget in the amount of $37,869,605 for the year 1976-77 and levying tax in the amount of $10,858,308 was read by council bill number and title only, there being no Council member present requesting that it be read in full. Mr. Keller moved second by Mr. Haws that the bill be read the second time by council bill number only, with unanimous consent of the Council, and that enactment be con- sidered at this time. Motion carried unanimously and the bill was read the second time by council bill number only. e Mr. Keller moved second by Mr. Haws that the bill be approved and given final passage. Rollcall vote. All Council members present voting aye, the bill was de- clared passed and numbered 17704. Council Bill No. 1187 - Levying tax in the amount of $157,532 for Downtown Development District was read by council bill number and title only, there being no Council member present requesting that it be read in full. Mr. Keller moved second by Mr. Haws that the bill be read the second time by council bill number only, with unanimous consent of the Council, and that enactment be con- sidered at this time. Motion carried unanimously and the bill was read the second time by council bill number only. Mr. Keller moved second by Mr. Haws that the bill be approved and given final I passage. Rollcall vote. All Council members present voting aye, the bill was de- : clared passed and numbered 17705. I Mr. Keller moved second by Mr. Haws to approve adjustment within the I parks department budget as proposed to retain the $14,500 for the outdoor recreation program. Rollcall vote. Motion carried, all Council members present voting aye. I II - Manager's Salary Manager Charles Henry was excused from the meeting while the Council turned to :e discussion of his salary. Mayor noted that adjustment to department head salaries. had been made based on an approximate 5% increase. On that base, Manager's salary would increase about $1800. I , I 338 6/30/76 - I r j --'-' . Mr. Keller moved second by Mr. Haws to increase the Manager's salary by 5%, $1800. Further discussion took place with regard to Eugene's salaries in comparison . to other cities in the northwest, keeping ratio of manager's salary comparable to department heads, cost of living increase, etc., leading to consensus that I an increseof $2000 to a round figure of $38,000 would be appropriate. With consent of the second, Mr. Keller changed the motion to increase Manager's salary to $38,000. Rollcall vote. Motion carried, all Council members present voting aye.
