MINUTES EUGENE CITY COUNCIL January 11, 1978 Special meeting of the City Council of the City of Eugene, Oregon; was called to order by His Honor Mayor Gus Keller at 5:00 p.m. on January 11, 1978, in the McNutt Room at City Hall with the following Councilors present: D. W. Hamel, Ray Bradley, Eric Haws, Jack Delay, Tom Williams, Scott Lieuallen, Brian Obie, and Betty Smith. The special meeting was called for the purpose of interviewing candidates for the Women's Commission, the Joint Housing Committee, and the Planning Commission. Doris Storms and Linda Wilson were interviewed for one remaining position on the Women's Commission. Emily Schue and Ellen Maddox were interviewed to fill the vacancy on the Joint Housing Committee. Candidates interviewed to fill Planning Commission vacancies were: Ellen Maddox, Dan Childress, Sondra Diment, Karl Eysenbach, Wayne Jewett, Randall Thwing, Gretchen Miller, and James Pearson. Rosemary Batori, Women's Commission, was present to speak on the candidates who were interviewed to fill the vacancy on that Commission. Mr. Haws moved, seconded by Mr. Lieuallen, to allow Ms. Batori three minutes to comment. Motion carried, all Council members present voting aye except Mr. Hamel, Mr. Williams, and Mr. Obie voting no. Regarding Ms. Batori's comments, Mr. Bradley felt that it would not be appro- priate for her to speak negatively about an applicant. Ms. Batori commented that the Commission would welcome diversity. She said they can work with anyone, but are concerned that the person be in support of what the Commission is trying to do. She felt Council members should decide whether a candidate will be able to work on all the Commission's issues. She hopes that anyone appointed would have a keen awareness of the ways in which women have been discriminated against and would support women's rights. Votes were cast to fill the vacancy on the Women's Commission; Linda Wilson was appointed, Eric Haws, Scott Lieuallen, Betty Smith, Jack Delay, and Ray Bradley voting for Linda Wilson, and Tom Williams, Brian Obie; and Bill Hamel, voting for Doris Storms. 1/11/78--1 18 ~. Votes v/ere cast on the candidates interviewed to fi 11 the . vacancy on the Joint Housing Commission. Emily Schue was appointed, all Council members present voting for Emily Schue. Votes were cast to fill Jim Pearson's vacancy on the Planning Commission. Jim Pearson was reappointed, seven votes being cast for Jim Pearson and one vote being cast, by Scott Lieuallen, for Karl Eysenbach. Votes were cast to fill the second vacancy on the Planning Commission. The vote resulted in a tie, Eric Haws, Jack Delay, Scott Lieuallen, and Ray Bradley voting for Gretchen Miller, and Brian Obie, Tom Williams, Bill Hamel, and Betty Smith voting for Randall Thwing. Mayor Gus Keller cast the tie breaking vote for Randall Thwing. Upon motion duly made, seconded, and passed, the meeting was adjourned to January 18, 1978. ~)~ Charl es T.
