Special meeting of the Eugene City Council was called to order by Council President
Jack Delay at 5 p.m., January 23, 1979, in the McNutt Room, City Hall, with the
following Councilors present: Eric Haws, Brian Obie, Betty Smith, Gretchen Miller,
and Emily Schue. Councilors D. W. Hamel and Scott Lieuallen were absent.
Purpose of the meeting was to interview finalists and make appointments to the
Planning Conmission, Community Development Committee and Joint Housing Committee.
Staff members present during the interviews were John Porter, Planning Director;
Paula Ross, HCC; and Robin Johnson, HCC. Also present was Don Nelson, Eugene
Register-Guard.
I. Planning Commission Interviews and Appointment
Those interviewed for a position on the Planning Commission, .fou~year term
ending January 1, 1983, were as follows: Adrienne Lannom, 310 East 14th;
Deirdre Malarkey, 1131 East 20th; and Richard Meigs, 4441 Fox Hollow Lodges #1.
After interviewing the finalists, ballots were cast by Councilors present, as
follows:

Mr. Haws moved, seconded by Ms. Smith, to cast
a unanimous ballot to appoint Adrienne Lannom
to the Planning Commission for a fou~year term
ending January 1, 1983. Motion carried unanimously.
II. Community Development Committee Interviews and Appointments
~Ir. Delay noted Council would have two appointments to make: One for a three-year
term ending January 1,1982; and one for an unexpired term ending January 1,1981.
Also it was noted Greg Terranova, a finalist, had moved to Portland and was not
available. Consensus of Council was to consider and interview finalists selected
for Planning Commission and/or Joint Housing Committee who expressed an interest
ln serving on the Community Development Committee.
Those interviewed and considered for appointment to the Community Development
Conmittee were as follows: Deirdre Malarkey, 1131 East 20th; Alan Garten,
119 North Adams; David Mandelblatt, 1766 Jefferson; and William Dean, 340 Dartmoor
Drive.

Mortion carried unanimously.

Ms. Smith moved, seconded by Mr. Haws, to appoint
Deirdre Malarkey to the Community Development
Committee for a three-year term ending January 1, 1982.

III. Joint Housing Committee
Those interviewed for positions on the Joint Housing Committee were as follows:
William Dean, 340 Dartmoor Drive; Joan Gray, 1252 West 12th; Stephen Wood,
971 West 10th; Raymond Duray, 9l0~ Lincoln; Charles Kennedy, 2706 Sorrel Way.
After interviewing the finalists, ballots were cast as follows:

Mr. Haws moved, seconded by Mr. Obie, to
segregate the two appointments. Motion
carried unanimously.

Ms. Smith moved, seconded by Ms. Schue, to appoint
Joan Gray to the Joint Housing Committee for a three-
year term ending January 1, 1982. Motion carried with
all Councilors present voting aye, except Haws voting
no.
Mr. Obie moved, seconded by Ms. Smith, to appoint
Charles Kennedy to the Joint Housing Committee for
an unexpired term ending January 1, 1981. Motion
failed with all Councilors present voting no, except
Smith and Obie voting aye.
Mr. Haws moved, seconded by Ms. Miller, to appoint
Stephen Wood to the Joint Housing Committee for an
unexpired term ending January 1,1981. Motion
carried unanimously.
Upon motion duly made, seconded, and passed, and meeting was adjourned.
