EUGENE CITY COUNCIL
May 19, 1980
Special meeting of the City Council of the City of Eugene, Oregon, was called
to order by Council President Betty Smith, at 8 a.m., May 19, 1980, in the
Council Chamber with the following councilors present: Brian Obie, Jack Delay,
D. W. Hamel, Gretchen Miller, and Emily Schue. Mayor Gus Keller and Councilors
Eric Haws and Scott Lieuallen were absent.
I. CALLING JUNE 24 ELECTION/ESTABLISHING BALLOT TITLES
Ms. Smith stated these resolutions and this council bill are for the
purpose of calling the special election on June 24 and establishing
ballot titles to be placed on that ballot.
Res. No. 3362--A resolution referring Measure No. 51 to the legal voters
of the City of Eugene authorizing the City to tax owners
of property within the Downtown Development District
$229,740 outside the constitutional six-percent limita-
tion for 1980-1981.

Mr. Obie moved, seconded by Mr. Hamel, to adopt the resolution. Roll
call vote; motion carried unanimously.
Res. No. 3363--A resolution referring Measure No. 52 to the legal voters
of the City of Eugene authorizing levy in excess of
1980-81 charter tax limit general property taxes of
$1,521,766.
Mr. Obie moved, seconded by Mr. Hamel, to adopt the resolution. Roll
call vote; motion carried unanimously.
Res. No. 3364--A resolution referring Measure No. 63 to the legal voters
of the City of Eugene authorizing the City to levy partly
State-financed property tax of $8,436,177 outside the
constitutional six-percent limit for general 1980-81
general operating expenses.
Mr. Obie moved, seconded by Mr. Hamel, to adopt the resolution. Roll
call vote; motion carried unanimously.
Res. No. 3365--A resolution referring Measure No. 54 to the legal voters
of the City of Eugene authorizing the City to levy totally
City-financed property tax of $1,521,766 outside the
constitutional six-percent limit for general 1980-81
general operating expenses.

Mr. Obie moved, seconded by Mr. Hamel, to adopt the resolution. Roll
call vote; motion carried unanimously.
CB 2122--An ordinance ordering a special election to be conducted by
the Lane County Election Department on the 24th day of June,
1980, for the purpose of submitting to the legal voters of the
city of Eugene Measure No. 51, authorizing the City to tax owners
of property within the Downtown Development District $229,740
outside the constitutional six-percent limitation for 1980-81;
Measure No. 42, authorizing levy in excess of 1980-81 charter
tax limit general property taxes of $1,521,766; Measure No.
53, authorizing the City to levy partly State-financed property
tax of $8,436,177 outside the constitutional six-percent limit
for 1980-81 general operating expenses; Measure No. 54, authoriz-
ing the City to levy totally City-financed property tax of
$1,521,766 outside the constitutional six-percent limitation
for genera' 1980-81 general operating expenses; adopting polling
places and providing for all acts necessary for the carrying
on of said election; and declaring an emergency.
Mr. Obie moved, seconded by Mr. Hamel, that the bill be read the
second time by council bill number only, with unanimous consent of
the council, and that enactment be considered at this time. Roll
call vote; motion carried unanimously.

Mr. Obie moved, seconded by Mr. Hamel, that the bill be approved and
given final passage. Roll call vote; motion carried unanimously with
all councilors present voting aye, and the bill was declared passed
and numbered 18630.
The meeting was adjourned to May 21, 1980.
