e EUGENE CITY COUNCIL SUBCOMMITTEE
August 4, 1980
Adjourned subcommittee meeting of the City Council of the City of Eugene,
Oregon, was called to order by His Honor Mayor Gus Keller at 4 p.m., August 4,
1980, in the Mayor's Office with the following councilors present: Betty Smith
and Jack Delay.
1. DISCUSSION OF RECRUITMENT FIRM SELECTION
Ms. Smith stated that she had spoken with Ralph Andersen and Norm Roberts,
representatives of the recruitment firms that are possibilities for
recruiting the new City Manager, and Bob Adams, Springfield City Council.
Ms. Smith moved, seconded by Mr. Delay, to hire Ralph Andersen &
Associates of Sacramento, California, to conduct interviews,
screen applicants, and interact with the City Council regarding
the City Manager selection. y
Bob Adams of Springfield said that he had noticed a real interest from
e Ralph Andersen in conducting this kind of process. Ms. Smith was
impressed in talking with Mr. Andersen in his opinions of training,
brochures, interviews, etc. Ms. Smith also discussed with him the screen-
ing process and he indicated that his firm would provide a summary of all
applications, broken down into three categories:
1. Applications that would be recommended;
2. Applications that would be recommended but not as highly as group 1;
and
3. Applications about which there would be additional information
available.
A high degree of interest was expressed by Mr. Andersen in working with
Eugene.
Mayor Keller indicated that he had also spoken with Mr. Andersen and asked
him what he knew about Eugene, Oregon. He felt that Mr. Andersen's
responses scored very high and Mr. Andersen had stated that Eugene is one
of the top five jobs in the nation; and if their firm was chosen, he
personally would be involved. He felt his strong points were that he
could do a good job of matching the council's desires with applicants,
they have had a very low turnover rate from people they have placed, and
they have built a reputation as the top recruiting firm in the sector of
public employment. In regard to employment in the private sector, they
e also discussed the firm's involvement.

Ms. Smith stated that Norm Roberts of KornlFerry International had
e recruited Hugh McKinley to San Diego. Mayor Keller stated that both firms
had appeared confident that they could adhere to council guidelines. Mr.
Andersen had told him that he could give as many updates to the council as
desired. Mr. Roberts indicated that he could do that if the council felt
it were necessary. Mr. Andersen had indicated that whenever the council
needed him, he would be available; Mr. Roberts had said that it was never
necessary to make more than three trips to any city. In regard to nation-
wide recruiting, Mr. Andersen's firm is oriented to the West Coast, and
they feel there are distinct differences between eastern and western
cities since western cities have a more open form of government. Mr.
Roberts would use his office as a central firm and has offices elsewhere
in the country making recommendations to him. Mr. Andersen has a strong
association with ICMA and the National League of Cities and would do
national recruiting himself.
Mr. Delay stated that he had spoken with Steve Bauer who stated that Mr.
Andersen has eight years of background working with mayors and city
councils and did not feel that KornlFerry had comparable experience since
they primarily deal with management employment. He expressed confidence
that Mr. Andersen does an aggressive job of'recruiting because of his
experience. Korn/Ferry did a good job recruiting for Lake Oswego and
Milwaukie. The KornlFerry firm is more structured and larger, so more
delegation would ensue.
Mayor Keller stated that he had questioned Mr. Andersen about department
head involvement and had also spoken with KornlFerry about this. Both
- firms were comfortable with the council starting solicitation of input
from department heads. Mr. Andersen stated the concern that the profile
that is developed should be primarily up to the council. He felt he could
do a good job and not conflict with the council IS desires.
In regard to the department head questionnaire, Ms. Smith stated that Mr.
Andersen had told her that he would meet with department heads if desired.
Neither firm had indicated that this would be a problem. Mayor Keller
stated that part of the decision to have the recruiter meet with the
department heads would be a reflection of what was contained in the
answers to the questionnaires.
Roll call vote; motion carried unanimously.
The meeting was adjourned.
