ISSUE STATEMENT
This resolution is being presented at the request of Endangered Species Coalition. It was presented to
the Council Committee on Intergovernmental Relations Committee (IGR Committee) on October 17,
2006. It was approved by the IGR Committee and forwarded to the City Council for its consideration.
BACKGROUND
From time to time, outside groups ask the City Council to take positions on various topics and matters of
interest to the community. As a matter of routine, these types of proposals and requests first are routed
to the IGR Committee; many times these proposals address the city and its role with other agencies, both
private and governmental.
RELATED CITY POLICIES
In 2000, the City of Eugene adopted a resolution directing the City to support the recovery of Upper
Willamette Spring Chinook through an integrated City-wide effort of regulatory compliance and
proactive environmental restoration projects.
COUNCIL OPTIONS
The City Council may adopt the proposed resolution, amend proposed resolution or reject the resolution.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends adoption of the proposed resolution.
SUGGESTED MOTIONS
Move to adopt Resolution 4892 supporting and promoting the Federal Endangered Species Act of 1973
and recovery of threatened and endangered fish and wildlife species.

RESOLUTION NO. __________
A RESOLUTION SUPPORTING AND PROMOTING THE
FEDERAL ENDANGERED SPECIES ACT OF 1973 AND
RECOVERY OF THREATENED AND ENDANGERED FISH
AND WILDLIFE SPECIES.
The City Council of the City of Eugene finds that:
A.
In the United States, in Oregon, and in Eugene there is a long and proud tradition
of conservation and protection of fish and wildlife.
B.
The people of Eugene recognize that the health of native fish and wildlife are
inextricably linked to the strength and vitality of our region’s health, economy and culture.
C.
The Endangered Species Act of 1973 has served as a safe harbor for
quintessential Oregon native species such as the Peregrine Falcon, Chinook Salmon, and the
Fender’s Blue Butterfly.
D.
The City of Eugene adopted a resolution in 2000 directing the City to support
recovery of Upper Willamette Spring Chinook through an integrated City-wide effort of
regulatory compliance and proactive environmental restoration projects, in response to the 1999
listing of this species as threatened.
E.
The City of Eugene has adopted numerous goals, policies and strategies to ensure
that the immeasurable benefits of natural areas are passed on to future generations.
F.
Several legislative proposals pending before the United States Congress would
weaken the ability of the Endangered Species Act to recover listed species.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1.
It shall be the policy of the City of Eugene to support and promote, through its
elected officials, staff, agents and advocates, upholding the Federal Endangered Species Act of
1973 and integrating the tools it provides with local collaboration towards the recovery of
threatened and endangered fish and wildlife species.
Section 2.
This Resolution shall become effective immediately upon its adoption.
The foregoing Resolution adopted the ____ day of November, 2006.
