PASSED: 7:0 REJECTED: OPPOSED: ABSENT: George Poling RECUSED: CONSIDERED: November 13, 2006 RESOLUTION NO. 4894 A RESOLUTION ENDORSING THE LANE COUNTY FOOD POLICY COUNCIL. The City Council of the City of Eugene finds that: A. Food is one of the basic necessities of life and access to safe, nutritious, affordable, adequate and culturally appropriate food is the basis for a healthy, productive community. B. Food production, processing, distribution, retail, consumption and related business activities have historically been, and continue to be, a vital part of the Lane County community. C. Lane County is home to high-quality farmland and other natural resources necessary for the production of food, and there is untapped potential to feed hungry people, generate sustainable income for local producers and bring locally grown food to local consumers and world markets. D. Unacceptable numbers of Lane County residents are suffering from diet related diseases, are unaware of basic food nutrition, safety, preparation and production information, or are hungry or at risk of hunger. E. A number of state, county and city governmental programs and operations address food, nutrition, agriculture, education and economic development matters, but there is not currently comprehensive food planning. F. A partnership of local organizations, businesses and community members are dedicated to the creation of a Lane County Food Policy Council and have worked on such a concept for over a year. G. A community-based food policy council which engages public and private entities and citizens in the discussion of food and agricultural issues, identification of priority policies and actions and the education of public and private sectors about food issues can provide significant improvement to Lane County's food system. H. The Board of County Commissioners of Lane County endorsed the creation of a community-based Lane County Food Policy Council on April 13, 2005. Resolution - Page 1 of 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal Corporation of the State of Oregon, as follows: Section 1. It shall be the policy of the City of Eugene to support and endorse the Lane County Food Policy Council to review and recommend to the community policies, programs and food initiatives that will strengthen the local food economy, improve access to healthy and nutritious food, engage citizens in food system planning and leverage community resources.
