ISSUE STATEMENT
The purpose of the November 20, 2006, work session is to narrow the concept options for use in
Schematic Design for a new Eugene City Hall in the Implementation Plan Phase (Phase 3, to
commence in 2007).
BACKGROUND
The fourth of four Community Forums was held Thursday, November 2, 2006, from 6–8:30 p.m.
at the First United Methodist Church. Nearly 70 people participated. The program included an
introductory presentation on the potential role of architecture in a community’s civic identity, the
site context surrounding the two sites used for concept design, and the 12 Concept Options.
After the presentation, attendees participated in small group exercises, engaged in large group
discussions, and indicated their preferences regarding each concept option. The forum was
videotaped and copies have been made available at Eugene’s three libraries. Refer to
Attachment A for a Summary Report of Community Forum #4.
Results from the Indication of Preferences at the Community Forum
In a small group format, community members were asked to discuss the sites, the concept
options, and the following two questions:
A) What will make the new City Hall resonate with the Eugene community now and into the
future?
B) What would draw the Eugene community to our new City Hall?
Verbatim responses to the above questions are included in the Forum Report. After small and
large group discussions, attendees indicated their preferences using remote control technology as
to which site provided the greatest community benefit for a new City Hall, whether each option
should be explored further, and, of the options on each site, which of the police patrol
consolidation models they preferred. From approximately 60 voting participants, the
Butterfly/Rock N Rodeo site was preferred by nearly 2 to 1, the concept options on the
Butterfly/Rock N Rodeo site were preferred above options shown on the existing City Hall site,
and the large majority of voting participants preferred that the patrol function be separate from
the City Hall, primarily to open the lower floors for more public uses and enhance the sense of
welcome. Refer to the Forum Report for a complete tally of all the options.

The question “Which building or structure would you rather remain in place, at least for a
while?” was also asked with the following responses:

Concept Option Development
The concept options were refined to study a reduced police footprint on the ground floor, the
comparative opportunity for sustainable building features, and the impact of access to
underground parking. Refer to Attachment B for refined Concept Option diagrams.
In cooperation with the Eugene Police Department, police functions were rearranged to occupy
less area on the ground floor and more area on the upper floors. In general, functions with the
most public interaction are located on the ground floor or second floor. The patrol function,
which has the least public interaction, is located on the third floor. To facilitate quick and secure
access to parking and between levels, dedicated police elevators and stairs would be provided.
A cursory review of how each concept option could integrate sustainable building features
revealed that the options are relatively equal, with some providing more opportunity for daylight
and ventilation, and others providing more opportunity for rainwater harvesting and green roofs.
Access to underground parking is indicated in each option. Each point of access removes
approximately 5,000 SF of usable floor area from the ground floor of the building. When the
patrol function is included in City Hall, it is important that two points of vehicular access be
provided to mitigate access problems from potential blockages; if the patrol function is separate,
two points of access are desirable but not required. Due to the extent of displaced functions on
the ground floor, when patrol is included on the Butterfly Lot/ Rock N Rodeo site, the second
access point is shown outside the building footprint. The refined diagrams illustrate a variety of
possible access points and their impact on the concept options.
Comparative Concept Cost Models
The design team prepared cost models that assume an identical level of quality for each option,
but identify potential cost differences such as the size of the exterior envelope, size of open
space, surcharge for non-essential functions built as an Essential Services structure, and the
police consolidation variations. The differences in cost between the various concept options,
while measurable, are not significant enough to be the deciding factor by themselves in choosing
between options. However, one issue related to cost that has not yet been fully explored is the
cost of replacement parking for the County’s 228 spaces in the Butterfly Lot. Refer to
Attachment C for Comparative Concept Cost Models of each option.
Police Department Functionality in a New City Hall
In working toward a community policing model, the Chief of Police has recommended
accommodating 10 years of growth (from the date of move-in) for patrol functions in lieu of the
20 years of growth identified for other City Hall functions, thus reducing the area required for
police functions by approximately 6,000 SF. Growth for patrol beyond 10 years would then be
accommodated by a second precinct facility in the future.

As illustrated in the refined Concept Options, the Police Department can function in all options
but is constrained by the vertical arrangement. To function optimally, a Police Department of
Eugene’s size would be arranged on two levels with an adjacent two level above-ground parking
structure. For both operational and cost reasons, the Chief’s recommendation is to remove the
police patrol component from the program for a new City Hall and proceed with planning for a
separate patrol facility. Refer to Attachment D for the Chief’s memo addressing functional
considerations for police in City Hall.
RELATED CITY POLICIES
The City Hall Complex master planning and public participation process relates to the City
Council goals of an effective, accountable municipal government, a safe community, and
sustainable community growth and change.
COUNCIL OPTIONS
The council may decide to narrow the site options and/or narrow the police consolidation options
for use in Schematic Design and the Implementation Plan Phase. Feedback on the concept
options is desirable to communicate successful features or criteria, but design exploration will
continue in a more focused way in Schematic Design after sites and Police consolidation options
have been decided. If the site or Police consolidation options are not decided during this work
session, additional studies can be performed as directed by the council either before the
December 11 work session or during the early part of next year’s Implementation Plan Phase.
CITY MANAGER’S RECOMMENDATION
Due to the functional compromises to police and civic functions, the City Manager recommends
that police patrol be separate from a new City Hall. The City Manager also recommends that
additional analysis on the cost differences between the two sites be completed, particularly in
relation to acquisition of the County’s Butterfly Lot.
SUGGESTED MOTION
There are two suggested motions:
A) Move to direct the City Manager to proceed with planning for a new City Hall with police
patrol separate from City Hall.
B) Move to direct the City Manager to bring back to council for the December 11, 2006, work
session additional cost information related to site selection for a new City Hall, particularly
costs related to site acquisition of the Lane County “butterfly” parking lot.

comparison. For example, how do the concept and site interact to create open space and
how does that relate to the larger goals for downtown? How does the concept create
entrances and how do they relate to the surrounding streets and larger context of the site?
Are the sites equal for optimizing sustainable design? Mr. Hacker ended by presenting
three concepts for each of the two sites, with the variable of police patrol included or
separate.
Following the presentation, participants worked in small groups to discuss the questions:
1. What will make the new city hall resonate with Eugene now and into the future?
2. What would draw Eugene's communities to our new city hall?
Participants recorded their answers on paper and those notes are included verbatim in this
report.
An hour long full group discussion followed so that participants could hear each other's
ideas, hopes and concerns.

Community Forum #4 asked what will make this project work for Eugene, and took a
closer look at the two sites by applying different concept designs. The forum participants
showed some clear preferences:
1) Would like to see the new city hall complex on the Butterfly LotJRock N Rodeo site
2) Liked Option 6 the best; Option 5 next
3) Strongly do not want police patrol in the building
4) Would like to have the existing city hall remain for other use

I hope that there is a public hearing before the county butterfly lot is deeded to the city so
it's transparent that it's a fair deal for all.
I think a hybrid between options 5 and 6 would be very interesting. Include the step back
of #5 and the diagonal connection of #6. Diagram included.
I like current site as link to Federal Building.
Separate the police from the rest of city hall. Put the police on the north half of the
existing site in a new building and build city hall on the Butterfly Lot. Make the city hall
connect to the Park Blocks, include social services in the building, and create small
events space (like lunchtime concerts or parties) by creating 2-3 story atrium spaces.
Leave the police and courts where they are, use the butterfly site as a new City Hall
incorporating social services and an after hours events center.
I think there should be a large free speech plaza in the City Hall complex. A free speech
plaza will serve the purpose of providing space to groups to address the community of
Eugene (like little amphitheater in the EMU building at U of 0). Note: Of course the new
City Hall should have excellent landscaping and a rose garden. Azra Khalidi.
Park with structure for kids to understand what it would be like to be "different."
Wheelchair rides, sight impaired experience (binoculars that slow different eyesight).
Hearing loss experience-phone you can call and hear "whoosh, whoosh." Quiet spots to
relax like rose garden.
I would appreciate cultural diversity by offering the following suggestions: Native
American authentic totem pole, Latino tiles to create a mural that may cover the building
honoring the Latinos in Eugene. Black history, African history murals/tiles. Asian history
murals/tiles.
Attractions to City Hall "after hours" could include: restaurants, department displays of
service provided, history interpretations, and art shows.
In both sites the building is shoved up against 7th A venue as if it is the back side. The
building should have some setback so that pedestrians can appreciate it from all sides.
I can't stay to the end so I vote for none of the above. The solutions are not well thought
out and lack the imagination Eugene deserves!

Design: the diagonal pathway is in my opinion a $30 million albatross, that if
incorporated would become a community embarrassment. There are other less costly and
more effective ways of linking the City Hall to Willamette Street, Hult Center, and the
Hilton Hotel.
The greatest community benefit that I voted for is the Butterfly lot. But, I prefer the Sears
site overall.

One thing that bothers me on the butterfly lot is putting something relatively dead
fronting Willamette Street; there should be retail or something else along that edge that

chamber to look at the Hult Center on a 3rd or 4th floor elevation would bring more

the entire government should there be a fire, bomb threat, or contamination event.

Subject:City Hall Complex – Police Patrol Options
In the course of the continuing discussion regarding City Hall replacement, and in response to
information from the consultant team of Thomas Hacker Architects and several public forums,
the Mayor and City Council have narrowed the options for further development to several
concept options on two sites: a full block site where the existing City Hall now sits and a half-
block site where the Butterfly parking structure and the Rock N Rodeo restaurant and bar are
presently located. In addition to final site selection, the next major decision that must be made
to support further development of these options is whether or not to locate the primary police
patrol function within the proposed City Hall complex or in some other location.
Community Policing
Input received at the public forums echoes that received over the course of many months by
police commanders attending various public meetings – from the public perspective, the further
implementation of community policing matters much more than does the location of the main
patrol facility.
The work of patrol officers is done in the neighborhoods of the city, not from their offices. They
presently report to the patrol facility in City Hall for a briefing meeting, vehicle preparation, and
then drive out to their various assignments. At the end of their shift, they return to City Hall to
park their vehicles, store equipment, and complete reports. Police patrol officers do not staff
City Hall. If a member of the public presents at the public Records counter, an officer is
normally called in from the field and responds to City Hall. There is a very limited desk reporting
function similar to that provided at the public safety stations.
Presently, patrol staff are overwhelmed with reactive calls-for-service demand and have very
little available time to engage in proactive, community policing activities. Eugene has adopted
and is in the early stages of implementing a neighborhood-based community policing model.
The basic geographic district structure has been identified and the first two district commanders
have been assigned. As officers are added over time, they too will be assigned to districts and
to work with individual neighborhoods and neighborhood areas to engage proactive, problem-
solving activities directed toward issues of neighborhood concern. Though this effort is
expected to take some years to implement, the basic plan is in place, based on EPD’s Strategic
Plan. Fuller development of the community policing initiative is scheduled following completion
City Hall Complex – Police Patrol Options
of the staffing study presently underway. The most important facility-based components of the
neighborhood-based community policing plan are EPD’s public safety stations.
Eugene presently has four public safety stations – City Center, University, Bethel, and Monroe
Street Station. The public safety station is the physical face of community policing in Eugene.
These small storefronts are open to the public and provide reception, information, report taking,
and neighborhood meeting space. Each is staffed by a Public Safety Station Manager. Officers
do not deploy from the public safety stations, though they often use them to write reports, meet
members of the public, and for breaks.
This is particularly observable in the new Monroe Street Station, which is the first “expanded”
facility developed under the new neighborhood-based community policing concept. It is multi-
functional in that it includes the district command offices, crime prevention, and Safer Schools
offices. Future public safety stations (new or expanded) will continue to include this multi-
functional concept to maximize both effective use of space as well as improve overall service
delivery to the neighborhoods.
The most significant need for an additional public safety station exists in north Eugene – the Cal
Young and Harlow neighborhoods. EPD’s planning includes a request for a public safety station
addition in north Eugene in the FY09 budget. The facility will incorporate the multi-functional
concept modeled by the Monroe Street Station.
Regardless of the final City Hall option selected, EPD recommends a public safety station be
incorporated into the new City Hall design to serve at least the immediate downtown area and
visitors to City Hall. Whether this facility would replace or augment the City Center Station
remains a decision for the future.
In summary, there is no particular community policing value in locating the main police patrol
facility at the new City Hall. Neither is there a detriment, at least from a community policing
perspective. There are, however, significant operational, cost, and design differences which are
discussed in the next section.
Operational (and other) considerations
EPD’s identified space need requirements represent a significant percentage of the total area
for a new City Hall. With its associated functions, patrol requires approximately 20,000 square
feet of non-public space for briefings and report preparation, locker and equipment storage, and
storage related to vehicle parking. There has been some concern expressed about City Hall
design concepts that include police patrol functions on the ground floor of the building. This is
particularly challenging in the half-block option. This challenge can be addressed by either
moving the patrol offices to another floor (other than the ground floor) of the City Hall building or
moving patrol offices entirely off site.
The smallest ground floor footprint associated with EPD that should be considered is a lobby
consisting of the new public safety station. Police Records, which is the most frequently
publicly-accessed function of EPD and is open 24/7, should either be located in the main public
safety station lobby or by open stairway and elevator immediately accessible to the lobby. The
remainder of EPD’s functional units can be located on any floor of a new City Hall.
In terms of serving the public, there is no reason to locate patrol on the ground floor of a City
Hall building and the latest designs have been modified to reflect this change. From an
operational perspective, however, separating the patrol offices vertically from the parking

structure leads to higher cost and reduced efficiency. As well, locating the main patrol function
in a downtown City Hall building adds approximately 30,000 square feet of below-grade
structured parking – parking that could be provided at lower cost if the patrol facility is not
collocated with City Hall. These issues are further exacerbated in the half-block concept. The
inclusion of police patrol adds at minimum one floor to a new City Hall building when
constrained to a half-block site as well as the very substantial structured parking requirements.
Although the EPD has enjoyed a single office location in the past, the organization is too large
to effectively office and stage from a single facility. As the City and department continue to
grow, efficient use of facilities becomes increasingly important. Many cities similar in size (and
virtually all larger cities) divide their police operations between multiple facilities. Though it
might be preferable from a purely in-person communications perspective to locate all police
functions in a single facility, technology has significantly mitigated this concern. As was
discussed in the previous section, patrol officers and their district commanders are not normally
in the City Hall building even now, except at the start and end of shifts.
Information from the most recent public forum indicates that a substantial majority of those
involved in the discussion view the addition of the patrol function to the new City Hall as both
more expensive than necessary and as detracting from the functionality of the City Hall building
since patrol offices and parking are not public access facilities.
Options
Although there are several options remaining for the City Hall project, the project scope can be
further narrowed by making a decision on the police patrol options. Police Administration needs
to remain in close proximity to City Hall administrative offices and Police Investigations needs to
remain in close proximity to the courts. For this reason, separating police functions entirely from
City Hall is not presented as an option. Unlike other decisions, to do nothing is not a viable
option in this case, leaving essentially two basic options:
1. Develop the City Hall project with the main police patrol facility collocated within City
Hall.
2. Develop the City Hall project with the main police patrol facility separate from City Hall
and develop a separate project for locating the main police patrol facility elsewhere.
There is no community policing benefit or detriment to either option. Option Two is functionally
and operationally preferable.
Police Chief’s recommendation
In this case, operational and cost reasons lead one to the same conclusion as apparent public
preference – continue the development of the City Hall project without the inclusion of the main
police patrol facility and engage a separate project to serve that need (Option Two).
The best balance of cost containment, efficiency, and effectiveness of facilities would suggest
that a good general site area for a patrol facility would be near the Roosevelt Yard where police

vehicles are serviced and fueled and 2/Chambers where the Training Center is located. The
single greatest generator of extra vehicle trips is to fuel and service vehicles. Most of EPD’s
larger meetings are already held at the Training Center. Similar to the 9-1-1 and Training
Center, a patrol facility in this area can be discretely secure and utilize surface parking. EPD’s
downtown patrol presence would be retained, perhaps enhanced with the addition of a City Hall
public safety station.

Although a new parking structure can be built to more modern seismic standards, earthquake
remains a significant disaster threat. For this reason, secure surface parking for patrol vehicles
outside of the downtown area remains preferable to structured parking associated with the new
City Hall. In the event of a disaster, access to the facility, vehicles, equipment, and fuel will be
critical and a centralized site not in the immediate downtown, is preferable.
Another consideration not applicable to non public safety functions of the City is relocation
during the City Hall construction project. The planning horizon for the new City Hall is 20 years
from the date of occupancy. Rather than build 20 years worth of police patrol growth capacity in
the new City Hall, a 10-year planning horizon for the patrol facility is recommended. This
provides immediate capacity for patrol and temporary space for police administrative and
investigative offices during the period of City Hall construction as well as growth capacity to
approximately 2020. At that time, an additional patrol facility north of the Willamette River
should be considered.
