ISSUE STATEMENT
Roosevelt Boulevard is a minor arterial extending from Chambers Street/River Road to Terry Street.
City staff has evaluated two capital projects that would increase the functionality of Roosevelt
Boulevard as an east-west arterial. It is recommended that the council direct the City Manager to work
with the Oregon Department of Transportation (ODOT) to secure additional funding for the Highway 99
– Barger to Washington project for the addition of a dual left turn lane from northbound Highway 99 to
westbound Roosevelt Boulevard.
BACKGROUND
At the City Council work session held on October 9, 2006 the City Council passed a motion to:
Direct the City Manager to schedule a work session before year’s end on the ways to improve the
functionality of Roosevelt Boulevard as an east-west arterial by moving the necessary projects
forward in a timely manner.
Also at the October 9 work session, the City Council was presented with information on the following
two projects that would improve the functionality of Roosevelt Boulevard as an east-west arterial:
1.The addition of a dual left turn lane from northbound Highway 99 to westbound Roosevelt
Boulevard. The existing single left turn lane operates at a level of service (LOS) F and at times
the left turn lane queue extends into the northbound through lane. ODOT currently has a safety
and preservation project programmed for Highway 99 between Barger Street and Washington
Street with construction anticipated in 2009. The current scope of the project does not include
the construction of a dual left turn at Roosevelt Boulevard. However, Engineering Division
staff has developed a conceptual design and preliminary cost estimate for the construction of a
dual left turn lane at Roosevelt Boulevard and provided this information to ODOT.
2.The extension of Roosevelt Boulevard west from its terminus at Terry Street through the Royal
Mixed-Use Center and north to the intersection of Avalon and Legacy Streets. The project
would create additional access between Roosevelt Boulevard and the rapidly developing Bethel
area. This project is included in the Regional Transportation Plan with an estimated cost of $4

million. The project would be funded with a combination of assessments to adjacent properties
and transportation system development charges. The project would require substantial new
right-of-way to be acquired from multiple property owners.
The extension of Roosevelt Boulevard west from Terry Street through the Royal Mixed-Use
Center and north to the intersection of Avalon and Legacy Streets falls in the lowest priority
project category (add new transportation facilities) in TransPlan Finance Policy #6. Although
the Bethel area is growing rapidly, until the development of the Royal Mixed-Use Center occurs,
Terry Street and/or Danebo Street provide sufficient access to Roosevelt Boulevard. In addition,
it is anticipated that much of this project will be constructed by private developers as the Royal
Mixed-Use Center develops.
COUNCIL OPTIONS
The council may direct the City Manager to:
1.Work with ODOT to secure additional funding for the Highway 99 – Barger to Washington project
for the addition of a dual left turn lane from northbound Highway 99 to westbound Roosevelt
Boulevard;
2.Revise the draft FY08-FY13 Capital Improvement Program to include the extension of Roosevelt
Boulevard west from Terry Street through the Royal Mixed-Use Center and north to the intersection
of Avalon and Legacy streets;
3.Proceed with both options 1 and 2; or
4.Not proceed with either option 1 or 2.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends that the City Council direct the City Manager to work with the Oregon
Department of Transportation to secure additional funding for the Highway 99 – Barger to
Washington/Jefferson project for the addition of a dual left turn lane from northbound Highway 99 to
westbound Roosevelt Boulevard.
SUGGESTED MOTION
Move to direct the City Manager to work with the Oregon Department of Transportation to secure
additional funding for the Highway 99 – Barger to Washington/Jefferson project for the additional of a
dual left turn lane from northbound Highway 99 to westbound Roosevelt Boulevard.
