ISSUE STATEMENT
This is an action item to appoint a member to the Lane Workforce Partnership Board of Directors.
BACKGROUND
When needed, interim appointments are made to various boards, committees, and commissions outside
of the regular annual recruitment process. Based on a recommendation from the Eugene Area Chamber
of Commerce, the Mayor nominates and the City Council appoints representatives to the Lane
Workforce Partnership Board of Directors. This intergovernmental body directs the operations of local
employment and training programs funded under the federal Job Training Partnership Act. It is a
private, nonprofit organization dedicated to providing job training and stay-in-school services to low-
income residents and dislocated workers throughout Lane County. Federal regulations require that the
City of Eugene seek nominations from a general purpose business organization. Residency within the
Eugene city limits is not required for consideration for appointment.
The by-laws of the organization call for a board of up to 15 members composed of persons representing
a number of stakeholders in local work force issues. This appointment is a new business representative
on the board. There are to be several requests for reappointment of current board members during the
annual recruitment process later this summer.
Based on the recommendation from the Chamber of Commerce, the Mayor nominates a candidate to the
City Council. The City Council votes on the nominee.
RELATED CITY POLICIES
No policy issues are related directly to consideration of this appointment.
COUNCIL OPTIONS
The City Council can vote to approve the nominee; it can also request additional information or
background on the applicant and delay the vote, or reject it entirely.
CITY MANAGER'S RECOMMENDATION
The City Manager recommends approval of the proposed nomination.

SUGGESTED MOTION
Move to appoint Ame Arden to Position 10 on the Lane Workforce Partnership Board of Directors for a
term, beginning on July 1, 2005 and, and ending on December 31, 2008.

I LANE WORKFORCE PARTNERSHIP RECRUITMENTI
DESCRIPTION The Lane Workforce Partnership is a business-led workforce development organization dedicated to assisting employers
recruit and retain employees and to helping invidividuals learn new skills, find employment and progress in their careers.
MEMBERSHIP The Board of Directors is comprised of a majority from business and includes representatives from education, labor,
community-based organizations, economic development, elected officials and state agencies. The City of Eugene has
business representatives on the board plus one elected official. A business candidate must be an owner, chief executive
officer, chief operating officer or individual with policy making or hiring authority, and whose business is from a growing sector
of the the Lane County economy.
TERM The six business representatives serve three year terms; the elected official serves a one year term.
APPOINTMENT The Mayor appoints the elected official. The business representatives are recommended by the Eugene Area Chamber
of Commerce to the Mayor who nominates candidates who are then confirmed by the City Council.

'CITY COUNCIL POLICY REGARDING REAPPOINTMENT TO BOARDS AND COMMISSIONS
1. Members of city advisory groups will serve a maximum of two consecutive terms when the length of the term is three years or more.
Individuals serving terms less than three years will be limited to a total of six consecutive years of service.
2. The deadline for applications from incumbents is the same as the deadline for new applications.
3. An individual may reapply for appointment to a board or commission after at least a one year hiatus from service.
4. City of Eugene employees may not serve on City of Eugene boards or commissions except as specifically provided by the City
Code, or as required to perform official duties.

The Lane Workforce Partnership has a Eugene business representative vacancy on its board of
directors. The Lane Workforce Partnership has recruited Ame Arden, owner of Knowledge
Metrics, an educational software company, to fill the vacancy.
Enclosed is Ms. Arden's completed Application for Appointment to Citizen Advisory Boards and
Commissions. Also enclosed is a letter from the Eugene Chamber of Commerce approving the
nomination of Ms. Arden.
The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the
Lane Workforce Partnership board of directors, be comprised of a majority from business.
Business representation must be owners of businesses, chief executives, or operating officers of
business or employers with optimum policymaking or hiring authority; represent businesses with
employment opportunities that reflect the employment opportunities of the local area and; are
appointed from among individuals nominated by local business organizations, i.e., the Eugene
Chamber, and business trade associations.
We are requesting the Eugene City Council appoint Ms. Arden to serve on the Lane Workforce
Partnership board of directors from July 1, 2005 through December 31,200§.
