ISSUE STATEMENT
This is an action item to appoint a member from the Human Rights Commission to the Police
Commission.
BACKGROUND
The Eugene Code, (2.013) establishes the Police Commission and requires that a member of the
Human Rights Commission serve on the Police Commission. At the October 17, 2006, meeting
of the Human Rights Commission, the members nominated Hugh Massengill to serve in this
capacity. This recommendation was forwarded to the Mayor who nominates candidates to serve
on the Police Commission. The City Council appoints members to the Police Commission from
the nominations made by the Mayor.
RELATED CITY POLICIES
The boards, committees and commissions serve as advisory bodies to the City Council in the
development of various city policies.
COUNCIL OPTIONS
The City Council may:
1. Appoint applicant who has been nominated; or
2. Reject this nomination and ask the Mayor to submit another nomination.
CITY MANAGER’S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the council.
SUGGESTED MOTIONS
Move to appoint Hugh Massengill to Position 9 on the Police Commission for a three-year term
beginning November 1, 2006, and ending on October 31, 2009.

October 17, 2006, Human Rights Commission Regular Meeting
The following memorandum summarizes the actions and discussion completed at the October 17,
2006, regular meeting of the Human Rights Commission. Commission work is identified below either
as directed by the existing work plan (WP) or as an emerging issue (EI). Please contact commission

ACTION TAKEN
Commissioners approved the payment of $150 to the Peacemakers Conference at Lane Community
College for the purpose of youth scholarships. (WP)
TOPICS DISCUSSED
Commission Leadership and Liaison Assignments:
Carmen Urbina was re-elected as Commission
Chair and Surendra Subramani was re-elected as Vice Chair. The commission recommended that
Hugh Massengill’s name be forwarded as Neil Van Steenbergen’s replacement as liaison to the Police
Commission. (WP)
