HomeMy WebLinkAboutAdmin Order 21-18-04ADMINISTRATIVE ORDER NO. 21-18-04 of the City Manager APPOINTING TWYLLA J. MILLER AS CITY FINANCE OFFICER AND CITY TREASURER; ASSIGNING DUTIES UNDER CHAPTER 2 OF THE EUGENE CODE, 1971; AND REPEALING ADMINISTRATIVE ORDER NO. 21-09-05. The City Manager of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Char -ter of 2002, the City Manager is designated as the administrative head of the City, and is specifically authorized to appoint and remove all employees. B. On July 17, 2009, Administrative Order No. 21-09-05 was issued appointing Sue Cutsogeorge as City Finance Officer and City Treasurer, and delegating to her responsibility for performance of certain duties under provisions of the Eugene Code, 1971. C. Staff changes in Central Services have resulted in the appointment of Sue Cutsogeorge as "acting in capacity" (AIC) Central Services Director and Twylla Miller as AIC Finance Director. D. I find that Twylla Miller should be appointed as the permanent Finance Officer and City Treasurer. THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS THAT: 1. Twylla Miller is appointed as City Finance Officer and City Treasurer, and upon filing her oath and bond as required by Section 2.505 of the Eugene Code, 1971, is authorized to perform the duties and responsibilities set forth in Sections 2,505, 2.515, 2.525, 2.527, 2.530 and 2.540 through 2.547 of that Code. 2. Twylla Miller may delegate to qualified persons any of the duties and responsibilities granted by this Order. 3. The delegation of authority contained in this Order shall be construed to extend to and include any person or persons "acting in capacity." 4. Administrative Order No. 21-09-05 is repealed.
