Delegating Authority to Process and Issue Decisions on Park Use Permit
Applications to the Director of the P arks and Open Space Division of the
City's Public Works Department.
The Executive Director of the Public Works Department of the City of Eugene finds
that:
A. Pursuant t o Administrative Order 2 1-03-12, t he City Manager h as delegated t o
me, as Executive Director of the City's Public Works Department, authority with respect to city
parks, park lands, recreation areas and open space areas that includes the regulation,
maintenance, use and operation of those areas; the protection of visitors to those areas; and the
adoption of roles and regulations regarding their use and appropriate activities conducted therein.
That Order specifically authorized me to in turn delegate any of those duties or responsibilities
upon a determination that it would be more efficient and in the public interest to do so.
B. Rule 1.004 of the Park Rules adopted by Administrative Order No. 58-03-24-F
sets forth the activities in a City park, open space or park facility for which a Standard Use
Permit or Special Event Permit is required, and the manner in which applications are processed.
I find that it would be in the public interest and more efficient to delegate my authority to process
those applications and render decisions pursuant to Subsection (7) of that Rule to the Director of
the Parks and Open Space Division of the City's Public Works Department.
Now, therefore, based on the above findings, which are hereby adopted,
The Executive Director of the Public Works Department of the City of Eugene
Orders that:
1. The duties, responsibility and authority delegated to me by the City Manager to
process, review, and approve or deny applications for a Standard Use Permit or Special Event
Permit for activities to be conducted in a City park, open space or park facility are hereby
delegated to the Director of the Parks and Open Space Division of the City's Public Works
Department.
2. The Director of the Parks and Open Space Division is specifically authorized to in
turn delegate any of the duties and responsibilities delegated herein upon a determination that it
would be more efficient and in the public interest to do so.
