HomeMy WebLinkAboutCC Minutes - 02/08/03 WS MINUTES Eugene City Council Goal Setting and Strategic Planning Session Downtown ^thletic Club - Sunset Room February 8, 2003 9a.m. COUNCILORS PRESENT: Betty Taylor, David Kelly, Nancy Nathanson, Scott Meisner, Gary Pap~, Bonny Bettman, George Poling, Jennifer Solomon. Mayor James D. Torrey called the meeting of the City Council to order and asked City Manager pro rem Jim Carlson to make introductory remarks. Mr. Carlson introduced Sue Diciple, who served as the meeting facilitator. Mr. Carlson provided a review of the previous set of goals and the accomplishments toward those in the last two years. Jan Bohman of the City Manager's Office discussed the results of the annual Community Survey and noted changes in the methodology this year and changes in the data on key elements from year to year. Mr. Croteau then provided an overview of the Eugene Trends 2003 report, which highlighted key indicators of social and economic in the Eugene community. The councilors and mayor then discussed their reactions to and impression from the various reports provided by staff. These are listed below in Section A, Environmental Scan Mayor/Council Comments. A. ENVIRONMENTAL SCAN - MayodCouncilor Comments · Interrelationship of area municipalities; All impact each other. Implications for planning. Needed: Regional scans, solutions, strategies. · K-12 education; Shod-term quality. Long-term economic issue. · Questions about City costs for people not residents of Eugene; How many City employees/non residents. Audit for information. · Need to align goals/strategies with issues and trends; Changing demographics impact planning. · Need more broad thinking about housing types. · High percentage of homeless, and service agencies, in small area. How to mitigate/share impacts. · Erosion of local control and home rule. · Measure 28 cuts; MINUTES: Eugene City Council February 8, 2003 Page l Goals Setting and Strategic Planning Session Shifting of needs and the means of addressing them. · Erosion of Police/Fire/EMS resources/staffing. · Staffing limitations/downsizing throughout City. · Practical revenue constraints in the midst of expanding population; Limited revenue sources. · Variety of organizational issues pending; Airport. Regionalization. · Data less useful without ability to distinguish demographic contribution of University of Oregon students; Needs refinement. · Concern about growing percentage of service sector jobs. · Growing Hispanic population may have unique service needs and interests. · Concern about percentage of home ownership (U of © students). · How does work force quality of Eugene compare with other parts of the state, region? · Implications of Eugene as employment "draw" for transportation. · Impacts of Eugene-specific actions tough to assess. · Demands and opportunities of technology. · Relatively strong/asset-rich trend picture for Eugene as compared with other cities (opportunity). Ms. Diciple reviewed the goals for 2001-2002 and facilitated a conversation regarding any changes to these for the 2003-2004 goals. Wording revisions to these are found in Section B, Adopted Revisions to the Vision/Goal Statements. B. ADOPTED REVISIONS TO THE VISION/GOAL STATEMENTS · Change "Sustainable Community Growth and Change" to "Sustainable Community Development." · Revise the text under the Financial Resources Goal to reflect resources other than taxation, i.e, "taxation and other revenue sources." · Revise the "good government" goal to be more inclusive, including the word "everyone." The mayor and council were then asked to review the current set of ongoing projects and what level of effort would be required for these items. This information is found in Section C. That information is found in Section D. D. PROPOSED NEW OBJECTIVES - PENDING ANALYSIS Sti~t~gi( QbJb( ? ? 1. Strengthen Parameters placed around this objective by some council members in Relationship order to garner their support include: 1) "Partnerships must be a two-way with U or O street; 2) High level policy relationship only; 3) Clarification of community values that will inform the relationship and provide direction to staff. ? ? 2. A range of specific suggestions government were grouped under this goal, including: - Tie economic development benefits to community benefits and priorities. - Ensure services are delivered with efficiency comparable to the private sector. - Review and/or redefine NGO partnership relationships. - Explore regionalization opportunities. - Hire a performance auditor, or otherwise audit performance.* (*Note: This item was originally written as "audit performance", but changed to "Hire a performance auditor" when the suggesting council member noted that this statement better represented the proposed objective as suggested. After the retreat, some council members took issue to the fact that the statement was changed because it impacted their level of potential support.) The four proposed new objectives were referred to staff for development of possible action items, to be returned to the council for consideration.
