CITY COUNCIL DIRECTION TSP Implementation Plan that will achieve Climate Recovery Ordinance • Vision Zero The TSP Implementation Plan shall include: Specific prioritized actions, programs, projects and performance measures 2) Specify costs, benefits, co -benefits and funding sources 3) Schedule for implementation CITY COUNCIL DIRECTION Create a strategy to incorporate new and emerging transportation technologies into the TSP. The strategy will at least include and describe: • 50% electric vehicles by 2030 and 90% EVs by 2050 and • autonomous vehicles Identify any other transformative technologies expected within the next 10 years. For any technologies determined unsuitable for Eugene, provide an explanation why. p I MODELING OF TSP TO MEET CLIMATE RECOVERY GOALS By the year 2030, all businesses, individuals and others living or working in the city collectively shall reduce the total (not per capita) use of fossil fuels by 50% compared to 2010 usage. L TSP IMPLEMENTATION STRATEGY SmartTrips Eugene • Individualized marketing campaign that focuses on a different neighborhood each year • Second Sunday Streets is typically in SmartTrips neighborhood • SmartTrips will focus on downtown in 2019 and 2020 mill M , � . TSP IMPLEMENTATION STRATEGY Vision Zero Action Plan Afth • Identified the top causes and locations of fatal and life-changing injury crashes. • Developed strategies to eliminate deaths and serious injuries. • Prioritized actions to eliminate deaths and life -changing injuries by 2035. VISION ZERO EUGENE TSP IMPLEMENTATION STRATEGY Traffic Calming • Traffic Calming budget has increased using new funds from State transportation bill — HB 2017. TSP IMPLEMENTATION STRATEGY Automated and Electric Vehicles • Working with Urbanism Next and Sustainable City Year programs at UO to develop strategy to incorporate new and emerging technologies into the TSP. • Working with LCOG to develop shorter term strategy to encourage more electric vehicles in Eugene. " t URBANISM NEXT O� LCOG LANE COUNCIL OF GOVERNMENTS TSP IMPLEMENTATION STRATEGY Planning for Development • TSP actions to amend Traffic Impact Analysis rules to consider differently how we measure and mitigate the impacts of development on the transportation system. • Will likely include these actions in grant -funded work to develop TDM program. TSP IMPLEMENTATION STRATEGY Corridor Planning — MovingAhead • Developing design concepts for walking, biking and public transportation on Eugene's major corridors. • The Alternatives Analysis has been released for public review. • In 2019, the City Council and LTD Board will cooperatively select the preferred alternatives for each corridor and prioritize corridors for implementation. I ,... on...,,.,A D INN FINNf 1 P TSP IMPLEMENTATION STRATEGY Corridor Planning — Beltline • City is working with ODOT and Lane County on NEPA study of Beltline alternatives including local arterial bridge. • In 2019, ODOT will begin construction of safety improvements at the interchange of Beltline and Delta Highway. TSP IMPLEMENTATION STRATEGY Corridor Planning — Franklin Boulevard • City is initiating process to redesign Franklin Boulevard from Alder Street to 1-5. • Key goals are to make street safer and more comfortable for walking and biking and to build one EmX lane in each direction. • There is close coordination with LTD and the University of Oregon. TSP IMPLEMENTATION STRATEGY Actions related to Capital Projects • Adopt new Transportation SDC Methodology including Project List. • Adopt new Multimodal Design Standards. • Develop sidewalk infill program and strategy for upgrading unimproved streets. TSP IMPLEMENTATION STRATEGY Capital Projects • 9 TSP Projects completed in 2017 • 10 TSP Projects Under Construction in 2018 • 30 TSP Projects funded for 2019 • 8 TSP Projects + 1 Vision Zero Project funded for 2020 • 2 TSP Projects funded for 2021 • 8 TSP Projects funded + 4 TSP/Vision Zero Projects awaiting grant award announcements (2022 — 2024) p I TSP IMPLEMENTATION STRATEGY Key projects for achieving Vision Zero and CRO: • Protected bike lane network • MovingAhead and Franklin Boulevard redesign • New projects on high crash street network identified in Vision Zero Action Plan PERFORMANCE MEASURES The Land Conservation and Development Commission is expected to soon amend the Transportation Planning Rule (TPR) to: • Remove requirement for Regional TSPS; and • Require new performance measures related to reducing greenhouse gas emissions from transportation.
