ADMINISTRATIVE ORDER NO. 53-08-03
of the
City Manager of the City of Eugene
CREATION OF THE "CAMPUS DISTRICT" FOR PURPOSES OF
DIFFERENTIATING ON-STREET AND OFF-STREET PARKING FEES.
The City Manager of the City of Eugene finds as follows:
A. Sections 5.040(1)(d), 5.040(1)(p), 5.040(1)(h)(5), 5.285(5) and 5.335(2) of the
Eugene Code, 1971 authorizes the City Manager to establish parking zones, parking areas, time
limitations, forms of permissible parking and parking fees.
B. The City of Eugene has over 1,650 on-street parking spaces that are regulated with a
single space parking meter. Currently, the system-wide daily (metered and daily garage parking)
parking rate is $0.75 per hour, which was last increased by a dime in 1999 from $0.65 per hour.
C. It would be more efficient and equitable to the public to divide the overall parking
system by creating a "Campus District" in order to establish different parking fees for that area than
that of areas outside of the Campus District (called the Municipal Parking District). An alternate fee
structure for the Campus District is necessary due to the loss of surface parking lots resulting from
construction of a baseball stadium and the proposed basketball arena. In addition, the University of
Oregon is showing record student enrollment. The Campus District is bounded by Ferry Street on
the west, 24th Avenue on the south, Broadway Avenue to Franklin Boulevard to Millrace Drive to
Garden Avenue on the north, and Fairmount to Columbia Street on the east, as shown on the Campus
District boundary map attached as Exhibit A. The Campus District shall include parking on both
sides of the streets, including off-street parking lots, which make up the boundary streets of the
district.
D. After considering the applicable criteria of Sections 5.055(n), 5.285(7), and 5.335(2)
of the Eugene Code, 1971, I find that creation of a Campus District is necessary to enable greater
flexibility for setting on-street and off-street parking rates within the City to take account of the
different parking needs of the campus area in comparison to the rest of the city. In addition this
administrative action will ensure compliance with the Council's adopted transportation and
economic development goals, to meet the demand for public parking, and enable the City to meet its
financial obligations for the management of the parking facilities.
On the basis of these findings, I order that:
1. The Campus District is hereby created bounded by Ferry Street on the west, 24th
A venue on the south, Broadway Avenue to Franklin Boulevard to Millrace Drive to Garden Avenue
on the north, and Fairmount to Columbia Street on the east, as shown on the parking system map
attached as Exhibit A. The Campus District shall include parking on both sides of the streets,
including off-street parking lots, which make up the boundary streets of the district.
2. Any person aggrieved by this administrative action may appeal this decision by filing
a written notice of appeal with the City Manager as provided in Section 5.045 of the Eugene Code,
1971, within 30 days of the date this Order is adopted. The notice of appeal shall be accompanied by
the appeal fee established by the City Manager pursuant to Section 2.020 of the Eugene Code, 1971.
3. Notice of the adoption of this Administrative Order creating the Campus District,
which is attached as Exhibit B, shall be provided to the Mayor and City Councilors, posted at two
locations at City Hall, and be made available for inspection by interested persons at the office of the
City Manager, City Hall, 777 Pearl Street, Eugene, Oregon 97401 during normal business hours.

NOTICE OF THE CREATION OF THE "CAMPUS DISTRICT" FOR
PURPOSES OF DIFFERENTIATING ON-STREET AND OFF-STREET
PARKING FEES.
To: The Mayor and City Councilors of the City of Eugene, and other interested persons.
NOTICE IS HEREBY GIVEN that pursuant to the provisions of Sections 5.040,
5.285(5) and 5.335 of the Eugene Code, 1971, on A\?t..\11)T' ~~, 2008, the City Manager of the
City of Eugene issued Administrative Order No. 53-08-03 adopting the creation of the Campus
District for the establishment of alternative parking fees for that area than that of areas outside of
the Campus District. The Campus District is bounded by Ferry Street on the west, 24th Avenue
on the south, Broadway Avenue to Franklin Boulevard to Millrace Drive to Garden Avenue on
the north, and Fairmount to Columbia Street on the east, as shown on the Campus District
boundary map attached as Exhibit A to Administrative Order 58-08-03. The Campus District
includes parking on both sides of the streets, including off-street parking lots, which make up the
boundary streets of the district.
Creation of the Campus District is consistent with the applicable criteria of Sections
5.055, 5.285, and 5.335 of the Eugene Code, 1971, and is necessary in order to ensure that the
parking fees will be just and reasonable. In addition, it will ensure compliance with the
Council's adopted transportation and economic development goals, to meet the demand for
public parking, and enable the City to meet its financial obligations for the management of the
parking facilities.
Administrative Order No. 53-08-03, with the attached Campus District boundary map is
available for review at the office of the City Manager, City Hall, 777 Pearl Street, Eugene,
Oregon 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday,
exclusive of holidays).
Any person aggrieved by the increases in the fees noted above may file a written notice of
appeal with the City Manager in the manner provided in Section 5.045 of the Eugene Code, 1971
within 30 days of the date of posting indicated below. The notice of appeal shall be accompanied
by the appeal fee established by the City Manager pursuant to Section 2.020 of the Eugene Code,
1971.
