Purpose of SDCs
• New development funds its fair share of
infrastructure costs
• Two forms of SDCs - reimbursement and
improvement fees
• Supports five primary infrastructure systems
o Transportation

o Wastewater (local and regional)

• Residential or mixed-use development fronts on a key corridor
Transit Proximity (only one applies)
• Residential or mixed-use development is within % mile of an adopted
LTD Frequent Transit Network (FTN) Route
• Residential or mixed-use development is within % mile of an adopted
Frequent Transit Network (FTN) Route
Transportation Demand Management (only applicable to

• Increase reduction to 100 % for Accessory Dwelling Unit TSDC
• Applicable to ADUs and Small Homes of 800 square feet or less
• Place an annual financial cap on ADU reduction of $20,000
• Index annual financial cap to Engineering News Record Construction
Cost Index
• Rollover unused financial cap to next fiscal year
Action Requested
Direct the City Manager to amend the modifications to
the TSDC methodology in response to the comments
received in the hearing and the issues raised by the
City Council and to schedule action on the TSDC
methodology for a future Council meeting.
