BACKGROUND When needed, interim appointments to boards, committees and commissions are made outside of the regular annual recruitment process. In the past two months, two members of the Human Rights Commission submitted their resignations. Interim appointments for vacancies on the Human Rights Commission, unlike other advisory bodies, are outlined in the Eugene City Code. Section 2.270 states "the council shall appoint, within 90 days of the position becoming vacant, a person to complete the member's unexpired term from the non-commission members of the commission's standing committees." Notice of the two vacancies on the Human Rights Commission was provided to all members of standing committees of the commission who were eligible to serve on the commission. Five current members of the commission subcommittees indicated a desire to be considered for the vacancies. One of the persons who indicated an interest did not submit updated or additional information. RELATED CITY POLICIES No policy issues are related directly to consideration of this resolution. COUNCIL OPTIONS The City Council can appoint make two interim appointments from the list of persons or can extend the recruitment for the two vacancies. CITY MANAGER'S RECOMMENDATION The City Manager recommends making the selection for the two vacancies from the pool of five applicants; no recommendation is offered on the specific candidates. The Commission works with the State Bureau of Labor and other governmental agencies to receive, refer, and investigate specific acts of discrimination in the community. It makes recommendations to the City Council to affirm, encourage, and initiate programs and services designed to effectuate the spirit and intent of federal, state, and municipal legislation prohibiting discrimination and to improve human relations within the city. MEMBERSHIP There are 14 citizens and one elected official on the Human Rights Commission. TERM Terms are for three years; the mayor may appoint the elected official on an annual basis. APPOINTMENT The City Council appoints the citizen members; the mayor appoints the elected official. Application For Appointment to Citizen Adviso Boards and Commission 1. What experience, training, and/or qualifications do you have for this particular board or commission? I have a B.A, in Sociology from the University of Oregon with a focus in Ethnic Studies. For the last six years I have worked in the social service field. I work for Catholic Community Services in a contract with the Dept. of Human Services to do home visits with clients receiving cash assistance (TANF/Temporary Assistance to Needy Families). I have extensive experience working with vulnerable individuals and a families in our community. These families are unemployed, sometimes homeless, and often dealing with mental health and/or substance abuse issues. In addition, I continue to educate myseff in diversity related matters by continuously attending and participating in trainings. These trainings are not required by my employer, in any way. This is my own dedication to keep myself informed and educated. I myseff, have facilitated several trainings for the staff at CCS and DHS in the area of Diversity training. 2. What specific contribution do you hope to make to the board or commission? Why do you want to become a member? I want to join the commission to help the already existing efforts they are making to educate the community on Human Rights Issues and to help rid the city of the Institutional Racism that is still very prevelant. I am a single mother of three Native and African American children. I have a teenage boy and twin elementary aged girls. As much as Eugene would like to pride itseff as being, "diverse," the community has a long way to go. I see each and every minute of every day the effects that institutional racism has on the education and quality of life issues of children. These issues can affect who they become as citizens in our community. I fully support the efforts of the commission in trying to open people's minds and make change through education and information. I believe each and every community member should be protected in their rights to hold their own beliefs and opinions and it is my intention to protect their rights. At the same time, it is also my intention to keep community members from trying to impose their own beliefs and opinions on others. We all have the right to equal employment, equal housing, and equal treatment in schools. I will do everything I can to help our community achieve these goals. 3. Briefly describe you involvement in relevant community groups and activities. I am a current active member of the I-IRC's Education and Outreach Committee. I served on the Lane County Human Rights Advisory Committee for the last year. I was a member of the Department of Human Services Diversity Committee for 5 years, of which, I was the co- chair for 1 year. As I said earlier, I have conducted several diversity related training for my employer and fellow staff. I have worked with my employer on our company's accreditation and have created Diversity guidelines that our company now adheres to. I have volunteered off and on for the last couple years at E1 Centro Latino Americano and continue to stay involved as much as I can in their efforts. If you choose to answer the questions on a separate sheet of paper, please remember to include your name. 1. What do you see as the role of a Human Rights Commissioner? The role of the Human Rights Commissioner in Eugene is very vital to the essence of our community. The focus and resources available to this commission are an example of how dedicated City leadership is to confronting Human Rights violations head on, and to providing continuous educational and informational opportunities. Thus, creating a community in Eugene that respects and celebrates all of its citizens. The role of a commissioner is to represent the citizens of Eugene and to voice the concerns of the citizens to the City Council. In addition, it is the role of the commissioner to provide educational and informational opportunities not to just city employees, but to Eugene, as a whole. Citizens in Eugene look to the commission to help when their human rights have been violated and they need help with a resolution, they look to the commission to help the community get together around issues, for example, the Martin Luther King, Jr. Celebration or the naming of the Cesar Chavez School. My commitment to the citizens of Eugene is to allow every one to voice their concerns/issues and to actually listen to and hear what they are saying. I will in turn let the fellow commissioners know of the concerns/issues out there in the community so that we may collectively be aware of and if need be deal with a particular situations/s. I am also committed, to be an active member in the commission, by attending every meeting and by continuously educating myself in diversity related issues. I currently am an active member of the Education and Outreach Committee and would continue on with my participation on that committee, as well. 2. What three major issues do you identify as facing the community of Eugene over the next 20 years? , One of the most emerging issues is the large increase in Eugene's Latino population. Eugene is going to have be ready to make the needed changes to make Eugene accessible to the ever growing number of Spanish speaking residents. We will need to make public services and facilities accessible to Spanish speakers. We will need to work to gain employers in Eugene to sustain the employment needs to Spanish speaking workers and we will need to be prepared to protect their rights in our community. Another issue Eugene will face is the constant struggle our underprivileged citizens have in getting needed services and housing. Social services locally and na~onally have been and will continue to face drastic cuts. This creates a larger homeless population, increase in unemployment, hunger, and an increase in crime and drug use. Eugene will have to work together as a community and with local non-profits to combat these issues at the local level. VVe can help to support after-school programs to provide care for working parents and to help keep kids out of crime and off of drugs in those critical after school hours. We can support our local food banks and help them to grow so that we can supply citizens with the most basic need, FOOD. VVe can support local agencies that help citizens gain employment and we can support new businesses coming into the area that would provide needed employment. Finally, we can all work together to gain more Iow- income and affordable housing for the residents of Eugene. Finally, the last but not least is the continuous debate in the community over the protection of the human rights of all the residents in Eugene. For the past several years, gender identity has been a very hot issue; we need to not let this issue be on the back burner any longer. VVe need to face that and all of the other extremely vital concerns of the community. The work to protect human rights can never be successful if people think we can have an issue deal with and be done. The only true way to be successful is to realize that this type of work is continuous and on-going, to face an issue and find a solution is great but the work to create a community inviting and accessible to all of its residents is constant and changing. 3. Members Of the Human Rights Commission represent the diversity of Eugene. Please describe your strengths and weakness related to group dynamics within a diverse group. First of all, I am a very dedicated member of this community. I have been involved in many community activities and organizations, not for any employment reasons but just because that is where my abilities can be best utilized. I am a graduate of the University o~ Oregon, with a Bachelor of Arts in Sociology and a minor in Ethnic Studies. I have served as co-chair of the Department of Human Services, District 5, Diversity Committee (I was a member for 5 years). I am a current member of the Education and Outreach Committee for the EHRC and I was a member of the Lane County Human Rights Advisory Committee. I also helped to create the guidelines and training material regarding diversity for my employer and currently serve on the diversity committee for Catholic Community Services. I feel that one of my greatest strengths is my ability to listen to needs and opinions of others and work to help them even if I do not agree (personally) with them. It is one of my strongest beliefs that each and every person has the right to believe in whatever they want, as long as they respect the rights of everyone else. I work very well in a team due to this, and am able to get the group focused on the task at hand. I think it is vital for our commission to represent the needs of all our community members with that we need to make sure that each member is willing to represent and defend the different views and needs of all the members in our community. I believe working together we can achieve much more and in that vein, believe that working together in a team is not only vital to coming up with well thought out solutions to problems/issues facing our community but also to combating those issues. Change can happen much faster, the more people you have to create that change. I would have to say that my weakness is in that I get frustrated when I can't do it all. So, I have already been trying to fix that by just being involved in the items that I know I will be best suited for. For example, in E&O, we don't put anything on the work plan without a name attached. I am only currently involving myself in things that I know I have the time and commitment to be able to support 100%.
