This Memo will be based on previous analysis that was presented to City Council on 11/11/17 and completed in early 2018. • A CRO Gap Strategy that outlines potential policy and programmatic options for closing the gap between LLS planned actions and the CRO goals. The strategy will explore potential regulatory, incentive, fee- based, and public investment actions that could reduce Eugene's ghg emissions and fossil fuel use by 2030.
