Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Claire Syrett, Chris Pryor
Mayor Vinis opened the October 8, 2018, meeting of the Eugene City Council.
1. CEREMONIAL MATTERS
Mayor Vinis welcomed students and advisors from Lane Community College to help recognize
and honor Indigenous People's Day.
2. PUBLIC FORUM
1. David Piccioni - shared thoughts about the World Trade Organization and the environment.
2. Marcus Lanskey - asked council to address pedestrian safety issue at Amazon and Potter Street.
3. Carol Scherer - thanked council for proposed resolution in opposition to Measure 105.
4. Lauren Herbert - urged City Council to publically oppose Measure 105.
S. Jim Neu - asked Council to look into the Northwest Natural Gas franchise agreement.
6. Stefan Strek - talked about free speech and a new City Hall.
7. Eric Jackson - asked council to stop enforcing anti -camping laws and criminalizing homelessness.
Council Discussion
• Have requested stop signs on East Amazon; makes sense to put them at East Amazon and
Potter to slow down traffic and make it safer.
• It was a mistake to ban smoking downtown.
• People need a place to sleep; consider looking at the field off of 7th Avenue, near
Washington -Jefferson Park.
• A much more robust public shelter is needed, but reject the notion that enforcing the
camping ban is criminalizing homelessness.

MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve
the items on the Consent Calendar. PASSED 8:0
