Revise existing requirement to include additional risk indicators.

Recommendation
Eliminate the existing criterion and rely on the geotechnical
requirements.
Ensure that revisions to the geotechnical requirements proposed under
COS-13 (Geotechnical Requirement) address impacts and mitigation
requirements related to slope stability in the context of road layout and
lot locations.
