BACKGROUND The City Council annually evaluates the City Manager’s performance. In an effort to begin the preparation for next year, staff has prepared Attachment “A” for your review and discussion about possible criteria and components to be used in the process. A potential timeline is also included for your review and comment. RELATED CITY POLICIES None. COUNCIL OPTIONS None. CITY MANAGER’S RECOMMENDATION None. SUGGESTED MOTION None. ATTACHMENTS A. Based on key responsibility areas stated in the City Manager job description the following are recommendations for the dimensions. Policy Support elected officials to work towards, and achieve common goals and facilitation and objectives for effective policies to support City government. implementation Financial Prepares and submits the annual budget and capital projects to the Mayor and Management City Council. Directs ongoing analysis of the City’s financial affairs, ensuring financial stability to meet current and future needs. Community Focuses on creating effective relationships with citizens, leaders and partners Leadership throughout the community. Utilizes these relationships for strategic partnerships, identification of citizen needs and guiding effective service delivery for the City of Eugene. Organizational Leads the City of Eugene organization to accomplish service delivery goals Leadership through the implementation of effective staff and City service operations. Potential Process Components For the actual evaluation process, some potential components are: ?City Manager self evaluation ?Feedback requested from Community members and peers o Executive Leaders at the City of Eugene o Union Leadership o Randomly selected employees o ?City Councilors each fill out a form based on their review of the feedback and their own observations. ?Feedback is compiled into a single document ?Evaluation meeting is conducted between the City Manager and the Council -Over- Potential Key activities to prepare for the City Manager first time review (April, 2009) timeline Activity Timeframe Establish Dimensions and representational Fall, 2008 st behaviors for each for 1 year review Review and confirm evaluation process for April February, 2009 2009 with Council Identify who will be requested to give feedback Send requests for feedback to be returned to March, 2009 Human Resources Collect and Collate feedback for Councilors to Early April, 2009 review and inform their feedback Create summary of all of the feedback Mid-April, 2009 Schedule feedback work session with the Council End of April, 2009 and City Manager
