Thefocusofthecomprehensivereviewwastoidentifybarriersand regulatoryorincentive basedapproachestoincreasetheuseoflowimpactdevelopmentpracticesfor stormwatermanagement Theoriginalimpetusforthisrevie waspubliccommentrelatedtotheCitys adoptionofstormwaterdevelopment?standardswithinthelandusecodebyOrdinance20369 effective June12 2006 Forpurposesofthereview LowImpactDevelopmentwasdefinedasastormwat r managementandsite developmentstrategythatemphasizes useofonsite naturalfeaturestomitigateimpactsofincreased stormwaterrunoffandpollution Thisisachievedbyusingstormwatermanagementpracticesandsite designtechniquesthatinfiltrate filter store evaporate reduceanddetainrunoffclosetoitssource CompletionofthisreviewwasaddedtoCitysStormwaterManagementTeamandPlanningDivision workplansforFY08andcomplet dbyaninterdisciplinarystaffteam Thereviewteamidentifiedareas ofregulationandprogramswithstrongrelevancetoLIDobjectives identifiedtheextenttowhich existingregulationsandprogramsalreadyimplementedLIDpr stormwaterundertheNationalPollutantDischargeElimination NPDES program AspartoftheCityofEugenesComprehensiveStormwaterManagementPlan CSWMP andstormwatersystem NPDESpermit newstormwaterstandardsincorporatingLIDpracticeswereadoptedasadditionstothecitysland usecode effectivein July14 2006 During theadoptionprocessofthesestormwaterdevelopmentstandards publiccommentswerereceivedsuggestingthatLIDpracticesshouldberequired ratherthanmadeoptional in certainareasoftheCity Inresponsetothesepubliccomments Councildirectedstafftoresearchissuesrelated togreeninfrastructureandlowimpactdevelopmentandreturntoCouncilinaworksessiontoconsiderpossible amendmentstothestormwaterdevelopmentstandards CityEngineerMarkSchoeningpresentedresultsofresearchandopti
