Councilors Absent: Greg Evans, Betty Taylor, Claire Syrett
Mayor Vinis opened the March 11, 2019, meeting of the Eugene City Council.
1. CEREMONIAL MATTERS
Mayor Vinis introduced the Executive Director Ed Boyd of the Oregon Accreditation Alliance, who
presented Police Chief Chris Skinner with the Eugene Police Accreditation.
2. PUBLIC FORUM
1. Todd Boyle - spoke to the need for low-income people to be able to afford housing.
2. Jon Kloor - spoke to Northwest Natural's de -carbonization goals and plans.
3. Lauri Segel - requested a moratorium on SG infrastructure.
4. Joseph Vaccher - addressed the SG infrastructure installation near his property.
S. Kathy Ging - read a portion of a letter by Harry Leeman.
6. Bekki Bruckner - insisted the City place a moratorium on SG infrastructure.
7. Charles Coxon - continued reading the letter by Harry Leeman.
8. Gwen Jaspers - spoke to her concerns about SG.
9. Sabrina Siegel - spoke to her personal experience with electromagnetic sensitivity.
10. Jesse Hubbe - called for a moratorium on SG infrastructure.
11. Victor Odlivak- demanded an immediate moratorium on SG technology.
12. Colin Farnsworth - requested that council consider a moratorium on SG technology.
13. Loretta Huston - requested a moratorium on SG technology infrastructure.
14. Ron Breaden - spoke to the impact of excessive taxation on low-income people.
15. John Ammondson - urged council to take action on plastic pollution.
16. Alyssa Gilbert - spoke to her concerns about plastic pollution.
17. Elizabeth Radcliffe - thanked council for taking action on banning polystyrene.
18. Eliza Kashinsky - urged council to take more immediate action on housing.
19. Joshua Korn - spoke to military usage of technology similar to SG.
20. Betzi Hitz - spoke in support of a swift transition to electric vehicles.
21. Linda Perrine - urged the City to consider action toward electric vehicle infrastructure.
22. Stefan Strek - expressed concern that the City isn't listening to its residents.
23. Tom Kwock-Hing - expressed frustration that his complaints haven't been addressed.
24. Jim Ball - urged the City to work toward smart electrification.
25. Timothy Morris - asked the City to do more to address the concerns of renters.
26. Linda Heyl - outlined emission trends from recent reports she finds concerning.
27. Ryan Moore - spoke to the power differential between owners and renters.
28. Josh Caraco -spoke to the importance of renter protections.
29. Daniel Ivy - requested swift action to address the housing crisis.
30. Donna Riddle - expressed dismay at the lack of action of on housing for the homeless.
31. Dallas Smith - urged council to remove limitations on accessory dwelling units.
32. Julian Leiberan-Titus - expressed concern at the rapidly rising cost of housing.

Meeting
• Councilor Semple - agreed north Eugene needed more support and resources; requested
the City pay for porta-potties until the construction is complete.
• Councilor Zelenka - supported the idea behind the motion to amend, but also noted it didn't
clarify how the funds would be reapportioned within the CIP or whether funds would be
pulled from elsewhere.
• Councilor Clark - emphasized that he preferred the project be fully funded and completed
within the next year or two.
• Councilor Zelenka - expressed doubt that the project could be completed within a single
year; expressed gratitude for staff including greenhouse gas emissions as part of the budget
in order for council to better understand how to reach its CRO goals.
• Councilor Pryor - agreed that it's time to develop Striker Field.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to adopt the
FY 20-25 Capital Improvement Program as recommended by the Budget Committee, and to
direct the City Manager to come back as part of the FY20 budget with full funding for Striker
Field Park and an un -phased schedule. PASSED: 5:0.
Mayor Vinis closed the meeting of the Eugene City Council and opened a meeting of the Eugene Urban
Renewal Agency.
S. ACTION: Appointment to River Guides for the Riverfront Urban Renewal Plan
Mayor Vinis announced that she was nominating Karen Williams to the River Guides.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to appoint the
Mayor's nominee to the River Guides. PASSED: 5:0.
Mayor Vinis closed the meeting of the Eugene Urban Renewal Agency and reconvened the meeting of
the Eugene City Council.
6. POTENTIAL ACTION: Resolution Supporting Allocation of Lottery Backed Bond Funds to the
Eugene Family YMCA for Construction of a New YMCA Facility in Eugene
Councilor Zelenka spoke about the history of the YMCA in Eugene and its need to build a new
facility to continue its work.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Semple, moved to adopt a
resolution supporting allocation of lottery backed bond funds to the Eugene Family YMCA
for construction of a new YMCA facility in Eugene. PASSED: 5:0.
The meeting adjourned at 10:00 p.m.

33. Angela Hickman - expressed fear about her rising rent.
34. Steve Coatsworth - urged council to take more action on renters' rights.
35. Drix - spoke to the importance of getting involved to make the community better.
36. Michael Gannon - would like the City to do more to protect pedestrians.
37. Julia Hernandez - spoke to her concerns about the rising costs of rent.
38. Eric Jackson - expressed anger at being arrested while protesting outside The Shedd.
39. Shelby Shay - expressed frustration at the lack of fairness in treatment of homeless.
Council Discussion:
• Councilor Clark- thanked people who came to speak to their concerns about housing;
expressed support for strategies that make bare land more affordable and available and/or
decrease the costs for building on that land.
Mayor Vinis - clarified that council wasn't voting on the CET until after its spring break;
reminded everyone that the City has signed onto a federal lawsuit pertaining to SG.

C. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-03-08-
31 Tax Lots 2900 and 3000 — located at 3510 Walton Lane (City File: LH Fund 3; A 18-
8).
D. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-04-24-
32, Tax Lot 3300 — located at 503 Sunnyside Drive) and a Portion of the Right -of -Way
(Sunnyside Drive Adjacent to the Property) (City File: Morrow/Thomas; A 18-11).
E. Adoption of an Ordinance Providing for Withdrawal of Annexed Properties from the
Following Special Districts: the Santa Clara Rural Fire Protection District; Santa Clara
Water District; Willakenzie Rural Fire Protection District; Lane Fire Authority; River
Road Parks and Recreation District; and River Road Water District.
MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to approve
the items on the Consent Calendar. PASSED 5:0
4. PUBLIC HEARING AND ACTION: FY20-25 Capital Improvement Program
City Manager Jon Ruiz introduced the item.
Mayor Vinis opened the public hearing.
Testimony:
1. Teresa Bishow -expressed concerns that the proposed CIP did not fund Striker Field Park.
2. John Barofsky -noted marginal beginning working capital transfer changes overtime.
3. John Jaworski -expressed frustration at Striker Field Park not being included in the CIP.
Mayor Vinis closed the public hearing.
Discussion:
• Councilor Clark- expressed frustration that Striker Field Park was not included, despite
previous agreements.
