Councilors Present: Betty Taylor, Emily Semple, Alan Zelenka, Greg Evans, Claire Syrett, Jennifer
Yeh, Mike Clark, Chris Pryor
Mayor Vinis opened the April 15, 2019, public hearing and meeting of the Eugene City Council.
1. Items of Interest
Mayor Vinis - Proclaimed May 2019 Bike Month in the city of Eugene and discussed
opportunities for related activities; recognized the University of Oregon Women's
Basketball team for recent successes, including participation in the NCAA Final Four game
and various team and individual recognition.
2. PUBLIC HEARING AND ACTION: Ordinance Concerning Appointment of Presiding
Municipal Judge and Amending Section 2.011 of the Eugene Code, 1971
No public testimony was given.
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to adopt
Council Bill 5204, an ordinance concerning appointment of presiding Municipal Judge
and amending section 2.011 of the Eugene Code, 1971. PASSED 8:0.
PUBLIC HEARING AND ACTION: Ordinance Adopting Hazardous Substance User Fees for
the Fiscal Year Commencing July 1, 2019, and Providing for an Immediate Effective Date
No public testimony was given.
MOTION TO VOTE: Councilor Taylor, seconded by Councilor Semple, moved to adopt
Council Bill 5205, an ordinance adopting hazardous substance user fees for the fiscal
year commencing July 1, 2019, and providing for an immediate effective date.
PASSED 8:0.
4. ACTION: Ordinance Concerning Unlawful Transfer On Vehicular Portion of Right -of -Way,
Adding Section 5.170 to the Eugene Code, 1971, and Amending Section 5.990 of that Code
MOTION: Councilor Taylor, seconded by Councilor Semple, moved to adopt Council Bill
5203, an ordinance concerning unlawful transfer on vehicular portion of right-of-way
adding section 5.170 to the Eugene Code, 1971, and amending section 5.990 of that code.
Council Discussion
• Councilor Clark- discussed and clarified intention behind proposed ordinance; expressed
support for the ordinance and outlined reasons why he felt the ordinance was needed.
• Councilor Syrett - explained reasons for opposition to the ordinance and why she would
not vote in favor; urged councilors to vote against ordinance.

• Councilor Yeh - discussed thoughts behind her conflicting feelings about the ordinance;
shared community concerns and solutions in the short-term and long-term; offered
suggestion for addressing safety concerns related to transfers on vehicular portion of
rights-of-way.
• Councilor Zelenka - requested data on traffic accidents related to transfers on vehicular
portions of rights-of-way; offered his thoughts about the intention of the ordinance and
voiced his opposition to the proposal.
• Councilor Pryor - offered his personal opinion about the ordinance and why he opposed it;
discussed support for exploring constitutional and legal methods for addressing
panhandling.
• Councilor Taylor- expressed her support for the ordinance, citing safety concerns.
• Councilor Semple - expressed her opposition to the ordinance.
• Councilor Zelenka - discussed nature of long-term issues related to homelessness, poverty,
and inequity; discussed existing methods for addressing related issues and long-term
goals.
• Councilor Clark - expressed disagreement about the approach the City of Eugene takes to
address homelessness and poverty and described what he felt the City should be doing.
• Councilor Taylor -reiterated her belief that this ordinance addresses an important safety
issue.
VOTE: FAILED 2:6, councilors Syrett, Evans, Zelenka, Semple, Yeh, and Pryor
opposed.
The meeting adjourned at 8:03 p.m.
