Councilors Present: Emily Semple, Jennifer Yeh, Alan Zelenka, Mike Clark, Chris Pryor, Greg
Evans, Betty Taylor, and Claire Syrett
In Mayor Vinis' absence, Councilor Taylor opened the April 22, 2019, meeting of the Eugene City
Council.
1. PUBLIC FORUM
• Paul Dart - spoke in opposition to 5G technology.
• Joshua Korn - spoke in opposition to 5G technology.
• David Piccioni - spoke about 5G and research.
• Farhan Khan - spoke about safety concerns in his neighborhood and business.
• Jennifer Q. Public - spoke in opposition to 5G technology.
• Toni Doveri - spoke in opposition to 5G technology and regards to homelessness
• John Thielking -opposed downtown activity zone rules; supported helping those in need.
• Hedin Brogh - spoke in opposition to permit system for vending at the free speech plaza.
• Art Bollmann - inquired about the status and nature of the payroll tax.
• Roberly Hearsch - spoke in opposition to 5G technology.
• Victor Odlivak- spoke in opposition to 5G technology.
• Robin Bloomgarden - spoke in opposition of 5G technology.
• Shaun Winter - spoke about community safety and payroll tax concerns and ideas.
Council Discussion:
• Councilor Syrett - expressed remorse for and spoke to incidents raised by Farhan Khan and
offered resources regarding future public safety response; discussed public safety in the
Whitaker neighborhood; spoke to past and future discussions surrounding public safety and the
payroll tax, including what council intends and does not intend to do with payroll tax revenue.
• Councilor Clark- reiterated comments made by Councilor Syrett regarding public safety
incidents in the Whiteaker neighborhood.
• Councilor Taylor - expressed appreciation for public comments and closed public forum.

MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to approve
the items on the Consent Calendar, PASSED 8:0.

3. WORK SESSION: Expanded Hours at Autzen Stadium
City Manager's Office Division Manager Becky DeWitt and University of Oregon Senior Athletic
Director Mike Duncan gave a brief overview of the proposal to revise the code to expand the period
when people can consume alcohol at Autzen Stadium prior to football games.
Council Discussion:
• Councilor Zelenka - shared his initial skepticism about the proposed extension and said the
past year's statistics and personal experience are initial evidence that the expanded hours
are working well; expressed concern that there was insufficient years' comparison of trends
to reach a conclusion about overall success; supported including an annual reporting
requirement in ordinance.
• Councilor Yeh - thanked University of Oregon for the time spent on parking and safety
issues in the Chevy Chase neighborhood; reiterated Councilor Zelenka's desire for more
years of data comparison; expressed support for new re-entry policy and for continuation of
the policy.
• Councilor Syrett - expressed support for data provided by University of Oregon; expressed
agreement with desire for more years of data for comparison; expressed support for
extending or passing the ordinance, to include a re-entry policy and enforcement of
underage drinking; supported moving the ordinance to a public hearing.
• Councilor Taylor - asked questions about the University's "Take Home" shuttle service.
• Councilor Zelenka - asked that the motion include the addition of the items mentioned by
Councilor Syrett to the ordinance that will be considered at the public hearing.
MOTION AND VOTE (including friendly amendments): Councilor Semple, seconded by
Councilor Pryor, moved to direct the City Manager to schedule a public hearing on May
20 on an ordinance that will make the current ordinance permanent and direct staff to
include requirements for annual reporting, no re-entry policy, alcohol monitoring and
parking in the ordinance. PASSED 8:0
The meeting adjourned at 8:31 p.m.
