DELEGATING TO THE AIRPORT DIRECTOR THE AUTHORITY TO
ESTABLISH FEES AND CHARGES FOR USE OF THE EUGENE
AIRPORT.
The Executive Manager of the Public Works Department of the City of Eugene finds
that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City and is specifically authorized to
appoint and remove all employees ( except as otherwise provided in the Charter), and to enforce
all ordinances of the City.
B. Pursuant to that authority, my appointment as Executive Manager of the City's
Public Works Department has most recently been affirmed by the City Manager's Administrative
Order No. 21-18-10. In such capacity, I have the responsibility for supervision of the Public Works
Department and its employees.
C. On May 16, 2019, the City Manager issued Administrative Order No. 21-19-04
granting the Public Works Executive Director authority to establish fees and charges for the use
of the Eugene Airport and to sub-delegate that duty to the Airport Director.
D. It would be most efficient and in the public interest to delegate to the Airport
Director the authority to establish fees and charges for the use of the Eugene Airport.
On the basis of these findings, I order that:
1. The Airport Director is granted the authority to establish fees and charges for use
of the Eugene Airport using the process set out in EC 2.440, 2.441 and 2.442.
2. The Airport Director may not sub-delegate the authority granted by this Order.
