BACKGROUND As a matter of procedure, the City Council is routinely asked to ratify the actions taken by the Intergovernmental Relations (IGR) Committee. This is done by submitting the minutes of each committee meeting to the council. RELATED CITY POLICIES Ratification of IGR Committee actions is the making or affirming of the City of Eugene’s policy with respect to Federal and State legislative issues or such other matters as may come to the council from the committee. COUNCIL OPTIONS The council may ratify or decline to ratify the IGR Committee’s actions as set forth in the minutes of the committee's meeting. CITY MANAGER’S RECOMMENDATION The City Manager recommends ratification of the IGR Committee's actions as set forth in the minutes of the committee's meeting. SUGGESTED MOTION Move to ratify the IGR Committee's actions as set forth in the IGR minutes of July 23, 2008. ATTACHMENTS A. Call to Order and Review Agenda Ms. Taylor called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. Ms. Wilson asked to add consideration of the minutes of the June 18 to the agenda as well as a request from the League of Oregon Cities (LOC) to prioritize the LOC’s legislative agenda. She noted the list was due to the LOC on August 15 and had to be considered by the full council prior to the summer recess. 2. Approval of Minutes Ms. Ortiz, seconded by Mr. Poling, moved to approve the minutes of June 18, 2008. The motion passed unanimously. 3. League of Oregon Cities Legislative Priorities The committee considered a list of legislative concepts submitted by the League of Oregon Cities (LOC) to its 242 member cities for local prioritization. Ms. Wilson explained that the list was developed by the LOC’s policy committees. She said that the LOC was requesting that each city identify four priorities. Ms. Wilson reviewed each concept on the list and responded to questions from the committee. The committee unanimously concurred that concepts F, K, and S should be priorities: F. Support changes to the property tax system that maintains stability and predictability, while providing greater sufficiency for needed city revenue and minimizing inequities for property owners. K. Work with other stakeholders to pass legislation to make it more difficult for thieves to profit from metal theft. S. Support a transportation funding package. The committee was unable to reach unanimous concurrence on a fourth priority, with Ms. Ortiz and Mr. Poling supporting the addition of item L and with Ms. Taylor preferring that item E be the fourth priority. The committee agreed to forward all five concepts along with the remainder of the list to the council: MINUTES—Eugene City Council July 21, 2008 Page 1 Public Hearing E. Support climate change legislation that promotes the use of financially viable clean renewable resources and provides financial and technical assistance to cities for energy efficiency projects. L. Pursue legislation that ensures cities are included in the discussion of how to build the Oregon Wireless Interoperability Network and advocate for a funding level that will allow all public safety first responders to communicate seamlessly. 4. Legislative Priorities and Policies Ms. Wilson recalled that someone at the recent Joint Elected Officials’ meeting had asked if anyone had attempted to eliminate the requirement that each county have a public safety coordinating council (PSCC), and she could not find in her research that anyone had. She asked if the committee would like that to be a legislative priority for the City of Eugene. Ms. Taylor observed that Commissioner Peter Sorenson was in the State Legislature when the concept of PSCCs was adopted, and recalled that then-governor John Kitzhaber had been very supportive of the concept. She said that Mr. Sorenson had indicated to her he did not think that PSCCs had done all they were intended to do. Ms. Ortiz did not have enough information to support the concept as a priority. Ms. Wilson said that the committee could put the item on a list of items to be introduced for review by the full council. At that point she would then have to find a sponsor. There was committee support for including the concept in the list of items forwarded to the council. Ms. Wilson recalled that Senator Floyd Prozanski introduced a bill related to surreptitious taping of minors during the last session but after a courtesy hearing the bill failed to make progress. She asked if the committee would like such a bill introduced at the behest of the City. The committee agreed to include the concept on the list forwarded to the council. Ms. Wilson called attention to the council’s list of Priority 1 bills from the 2007 legislative session. She asked if the committee wished to incorporate those into the policy. Ms. Taylor suggested that the entire list be shared with the council for discussion. Committee members briefly discussed whether to include the concepts in the document. Ms. Taylor asked each committee member to consider the list and determine at the next meeting whether they wished to include any. Ms. Wilson noted a request from a Eugene Emergency Medical Technician to seek a change in the law governing the wearing of floatation devices on an inner tube on a navigable river. The committee agreed to include the concept on the list forwarded to the council. 5.
