COUNCILORS PRESENT: Jennifer Solomon, Chris Pryor, Andrea Ortiz, Gary Papé, Betty Taylor,
Bonny Bettman
COUNCILORS ABSENT: David Kelly, George Poling
Council President Jennifer Solomon called the meeting of the Eugene City Council to order.
A. INTERVIEWS FOR BOARDS AND COMMISSIONS
The council interviewed Rich Gaston and Rick Gates for a position on the Budget Committee.
Ms. Solomon greeted each candidate and explained the interview process. At the conclusion of each
interview, Ms. Solomon informed the candidate that the council would make its appointments at the
November 27, 2006, council meeting.
All candidates for the Budget Committee position were asked the following questions:
1. Why is it important to have a Budget Committee to review the City of Eugene’s budget? What is
the appropriate role for the citizen members of the committee?
2. In your view, what are the key issues facing the City and how would your participation on the
Budget Committee aid in addressing them?
3. The Budget Committee frequently receives competing funding requests from various well-
intentioned, deserving city programs and outside groups. What factors do you consider prior to
making funding decisions? Which factors are most influential?
4. Do you have suggestions for ways to improve citizen understanding of the City’s financial condi-
tions, budget priorities and process?
The meeting adjourned at 6 p.m.
