ISSUE STATEMENT
The purpose of this work session is to respond to a council request for an update on the status of the
Commercial/Industrial/Residential Lands Studies. Specifically, this item is intended to provide a status
report on the City’s compliance with state requirements for local government inventories of residential,
commercial, and industrial lands.
BACKGROUND
In 1992, Eugene completed and adopted a Commercial Lands Study. In 1993, the Metropolitan
Industrial Lands Study was adopted. In 1999, the cities of Eugene and Springfield jointly adopted the
Eugene-Springfield Metropolitan Area Residential lands and Housing Study (“Residential Lands
Study”). On July 12, 2006, the council held a workshop on the supply of commercial and industrial
Lands in Lane County, at which consultants presented a comprehensive created database on commercial
and industrial designated lands.
The City Attorney’s Office has prepared a memorandum summarizing the State’s requirements for local
government inventories of residential, commercial, and industrial lands, including a status report on the
City’s current supply of those lands, and assessment of compliance with State requirements. That
memorandum is subject to confidentiality and has been distributed to the councilors separate from the
Agenda Item Summary materials. The Lane Council of Governments (LCOG) has prepared a Eugene
Buildable Lands Summary Memorandum, which is included as Attachment A.
In response to the inclusion of a Buildable Lands Scope of Work item in the Planning Division FY 07
Work Program, staff requested a scoping outline be prepared by LCOG to provide additional
information for council discussion of this item. Included as Attachment B, is a table summarizing
scoping tasks, timeframe, and estimated costs to provide an order of magnitude context for cost and
scope. Due to the timing of the council request for this work session, the Planning Commission has not
had an opportunity to discuss or provide input on the Scoping Task 7 in the FY 07 Work Program.

COUNCIL OPTIONS
1.The council may take no action.
2.As part of the Fiscal Year 2008 budget process, the council may choose to identify funding to
update the residential, commercial and industrial supply and demand buildable land inventories
consistent with OAR 660-009 or to fund the monitoring report.
3.The council could provide specific direction to staff on an alternative action.

The City Manager recommends Option 1.

Eugene Buildable Lands Summary Memorandum

Purpose
The following is an overview of options for updating the residential, commercial and industrial lands
supply and demand inventories for the City of Eugene, including costs and timeframes.
Buildable Lands and Recent Studies
Current state law requires that cities inventory residential, commercial, and industrial land within their
Urban Growth Boundaries (UGB) and maintain a 20-year supply of buildable lands at the time of
adoption.
In 1999, the cities of Eugene and Springfield completed the 1999 Residential Land Housing Study (RLS).
The findings and policies were incorporated into the 2004 Update to the Metro Plan as the Residential
Land Use and Housing Element. The study found that there is an adequate supply of undeveloped
(urbanizable) area with the UGB to meet demand for a projected population of 286,000 through the end
of the planning period (2015).
Policy A.5 of the 2004 Update to the Metro Plan suggests developing a monitoring system that measures
land consumption, housing type, size, and density and that these reports be made on an annual basis.
The monitoring report should gather data on the total number of acres and units constructed as well as
actual density that should be compared with the estimates and assumption used in the RLS.
In 2000, Lane Council of Governments and the cities of Eugene and Springfield completed the first
Residential Land Monitoring Report for the metro area. Since that time The City of Springfield completed
a second monitoring report for the Springfield UGB for 2000-2003.
During 2005-2006, Lane Metro Partnership along with Lane County and the cities of Eugene and
Springfield funded a project (referred to as the CIBL project) that created a database of commercial and
industrial lands within the Eugene-Springfield UGB. The project was not intended to provide a buildable
lands inventory. Additional work and analysis would be required to develop a buildable lands inventory
consistent with Goal 9 and OAR 660-009.
While a recent commercial/industrial land inventory has not been completed for the metro area, the City
of Springfield completed a Commercial Lands Study for its UGB that was adopted in February 2000 and
is currently undertaking a Residential Lands Inventory.

Eugene Buildable Lands Scoping Options

The supply and demand analyses components of a land inventory can be conducted separately or
together and still meet statewide planning goals and applicable Oregon Administrative Rules (OAR).
Options for consideration by the City in scoping a buildable lands inventory are briefly summarized
below:
1. Prepare Residential Lands Inventory Monitoring Report
The monitoring report gathers data on the total number of acres consumed and units and density of
housing and compares those results with the estimates and assumptions used in the RLS.
Issues: Does not consider commercial or industrial lands (CIBL study is not relevant to this option).
Timeframe: 3 months
Cost: $5 - $10K
2. Perform Residential Land Demand Analysis
Perform Residential Demand Analysis in compliance with OAR 660-009.
Issues: CIBL study does not include demand analysis.
Timeframe: 6 - 8 months
Cost: $20 - $30K
3. Perform Residential Buildable Lands Inventory and Supply Analysis
Perform City or Metro wide Residential Land Inventory to determine if there is a 20 year supply of
residential land remaining inside the UGB.
Issues: Does not consider commercial or industrial lands (CIBL study is not relevant to this option).
Timeframe: 6 - 8 months
Cost: $60 - $90K
4. Perform Commercial and Industrial Land Demand Analysis
Perform Commercial and Industrial Demand Analysis in compliance with OAR 660-009.
Issues: CIBL study does not include demand analysis.
Timeframe: 3 - 5 months
Cost: $20 - $30K
5. Perform Commercial and Industrial Buildable Land Inventory and Supply Analysis

initiative which is inten4 to ensure that large "project-ready" sites are cataloged
and are easy to market t~ rospective industries wishing to relocate or expand
operations in Oregon.
PURPOSE
This project is about: eating a comprehensive database of commercial and
industrial lands within t* Eugene-Springfield Urban Growth Boundary (UGB).
The land inventory data~ se is the primary product of this project. This project is
not in response to state~i e policies that require cities to maintain a 20-year
supply of buildable co ercial and industrial lands-rather it reflects the desire
by the four project spon rs (Lane County, the cities of Eugene and Springfield,
and the Lane Metro Part rship) to better understand the commercial and
industrial land base in L~ e County. Moreover, the inventory is a stand-alone
?foduct without commet ry on local land-use policy Of the implications of the
Inventory. !
While this is not a pi l.cy project, the land inventory cannot be accomplished
without consideration 0 tatewide planning Goal 9 (Economy) and OAR 660-009
(the administrative rule at implements Goal 9). OAR 660-009-0015(3) provides
the following guidance th respect to land inventories:
(3) Inventory of Indus ral and Other Employment Lands. Comprehensive plans for
all areas within urban owth boundaries must include an inventory of vacant and
developed lands withi he planning area designated for industrial or other
employment use. I

(A) The descrt ion, including site characteristics, of vacant or developed
s~tes within e~c plan or zoning district;

(B) A descrip~~, n of any development constraints or infrastructure needs that
affect the builp ble area of sites in the inventory; and

(C) For cities ~ d counties within a Metropolitan Planning Organization, the
inventory mu~t Iso include the approximate total acreage and percentage of
sites within e~c plan or zoning district that comprise the short-term supply
of land.

In summary, ECO u a systematic process intended to merge several
databases into a single s tern. Chapter 2 of this report discusses issues related to
buildable lands database and this project specifically. Appendix A includes a
discussion of the theory buildable lands inventories.
The remainder of thi eport is organized into two chapters:
ORGANIZATION OF THIS REP
Chapter 2, Frame k for Developing the Database discusses issues
related to buildable land . nventories, buildable lands databases, and how the
consultants and TAC ap oaches this project.
Chapter 3, Prelimi ry Land Supply Analysis presents ft series of summary
tables from the database he summary tables are intended to provide context for
the commercial and ind s rial land base in the Metro UGB. It is not intended to be
a buildable lands invent that complies with the Goal 9 requirements.

This project did not t e on the larger technology and process issues described
in the previous section. e. practical database can be built in months rather than
years, bringing the dispe bits of information that are currently available into a
standardized format that n immediately be a useful policy tool. Thus, the
database built for this pr ~ ct is based on static table exports from several local
jurisdictions' databases, ditional table exports from external databases, and
tables produced from GI analysis.
In summary, the pra t al database is a "Single Database Snapshot." It
contains data that can be pdated, but it does not incorporate the technologies or
protocols that allow it to automatically updated as the data sources from which
it draws get updated. Th , it is a database that can answer many questions about
the supply of land by m attributes as of some date (e.g., late 2005). Figure 2-2
shows how the ECONo est team compiled data from multiple sources,
performed GIS analysis en required, and prepare printed reports and maps.

The data identified a oming from existing internal databases are of low
cost and high value to th roject. These data were generally obtained as exported
tables from the Regional and Information Database (RLID) or Assessment and
Taxation (A&T) databas .
The data identified a oming from existing external databases include data
from the State of Oregomployment Department and other potential sources
including EWEB. Info ion that may come from existing external databases
include "onsite services.' he T AC decided to not include any of these variables
due to a range of issues ated to the data.
Both the internal an xternal databases are electronic compilations of data in
formats that can be readi imported. The main distinction we are making is that
the internal data comes m LCOG (internal in the sense that LCOG has already
compiled it and vetted it t a certain degree. for Lane County), while the external
data could come from ot r agencies or even private sources. .
The data identified a oming from GIS analysis range from low-medium to
high cost and are genera 1 of high value to the project. Data coming by way of
GIS analysis required co bining several existing GIS datasets using spatial
analysis methods to pro e new datasets. The distinction here is that we had to
do some processing (GI nalysis) of internal or external data to create derived
data. For example, data dressing a development consideration like wetlands was
intersected with tax-lot ygon data with wetland polygon data to produce tables
identifying which lots cain wetland constraints, the size of the constraint, the
percentage of the lot co s rained, etc. Data addressing proximity questions was
calculated using distanc eriving methods that relate tax-lot polygon data to
transportation corridors.
The data identified a oming from field observation will require either field
verification or possibly i photo interpretation. The T AC decided to skip the two
field observation data v abIes.
Table 2-1 summariz the requested data characteristics, their sources, and
whether they were inclu d in the database system.

LAND BASE
Table 3-1 shows acr within the Eugene-Springfield Urban Growth
Boundary (UGB) by ju s iction. The data indicate that the Metro UGB
encompasses over 76 sq re miles (over 49,000 acres). More than half of the land
within the Metro UGB ( square miles) is within the Eugene city limits.

The commercial an i dustriallands database includes only lands designated
for employment uses wi in tax lots. Not ~llland within the Metro UGB,
however, is in tax lots. hIe 3-2 shows that about 830/0 of the land within the
Metro UGB is in tax lot. ,The percentages for Eugene and Springfield are roughly
comparable, while the a a between the city l~mits and UGB has a slightly higher
percentage of land in ta ots. This is due to the presence of more large parcels
and few streets in the ur i nizable area.

The T AC and other ressed concern that some of the land in the database
was in government own r. hip and not available for development. Consistent with
the parameters of the da a. ase, any tax lot that has an employment land
designation (in whole or i part) was included in the database. This includes areas
in west Eugene that are ned by the BLM and other government agencies and
are actively being restor as wetlands. These lands have industrial plan
designations, yet they cl rly are unavailable for development. Not all
government lands, how r, are unavailable for development. For example, the
Metropolitan Wastewat i ommission owns land in the UGB in north Eugene in
industrial designations. t ',' s currently using those lands for its bio-solids

Table 3-5 shows tot I cres in commercial and industrial designations within
the Metro UGB. The da a show that about 1,653 of the 10,091 acres in the land
base are in government nership (federal, state, county, or city). That leaves
8,439 acres in private 0 ership; of those acres 6,707 are unconstrained acres.

WAYS TO IMPROVE THE QU ITY OF LAND USE DATA IN LANE COUNTY
It is feasible to achi a reasonably high quality and consistency of land use
data throughout all oft .urisdictions within Lane County at a very low cost. A
primary objective of the gional GIS system that was started 35 years ago was to
collect and computerize I nd use data.
The continuing nee or land use data is evidenced by recurring local
investment in point-in-t e inventories and supply analyses of various classes of
vacant, commercial, in trial, and residential lands. The Commercial and
Industrial Buildable La s (CIBL) project is the latest example of local agencies
seeking to get a handle current land use in their respective jurisdictions. The

LAND INVENTORY OPTIONS
The project prov.d: d a preliminary assessment of the supply of
commercial and ind s' ialland in the Eugene-Springfield Urban Growth
Boundary. There ar an,y options that could be pursued, but the first
question is whether r'not to extend this project State law, prudent planning,
and local conflicts is es (between Eugene and Springfield, among elected
officials in the same verning body, and among various interest groups)
strongly suggest the ed for a land needs analysis for the Metro area. Though
the costs (direct and litical) of such a study are large, the costs of not
addressing these iss e are larger. At risk are regional partnerships on land use
planning and econo i. development, and relationships between local
government and bus. ss. Without a comprehensive evaluation and decision,
the land supply issu ill continue to be an issue for all jurisdictions and will
inhibit other efforts t i~proving regional cooperation quality of life in the
region by t~king tim nd resources away from other efforts, and by failing to
provide a framewor r future private and public development.

market needs of ariety of industrial and other employment uses. The
rule provides gu'd nce in the form of "a percentage is provided for
competitive sho - erm supply of land. That percentage is 25 percent of the
total land supply ltemative methods of compliance are provided and
include a link to e industrial site certification program. The rule also
enables cities an ounties to consider availability when designating short-
term supply.
In summary, the init analysis in of the land base, combined with recent
changes to Goal 9 and i administrative rule suggest that a prudent next step
would be to complete a conomic Opportunities Analysis and evaluate both the
long- and short-term su ly of land. Such a study will require some complicated
policy discussions-pa i ularly around issues of under-utilized and
redevelopable land in Ii t of the region's economic development objectives.

it be classified as unbuil ble.
Complications occur hen the physical assessment of vacancy gets overlaid
on tax lot boundaries. If x lot boundaries did not have to be considered, then
every square foot of Ian ould be characterized as vacant or developed. Tax lot
boundaries, however, ofl e lump developed and vacant land together on the same
tax lot (e.g., one house 0 a three-acre lot). Thus, on a tax lot level vacant land
that is not constrained (i e , buildable land) comes in two varieties: totally vacant
(no significant improve nts on the tax lot) and partially vacant (sometimes
referred to as under-utili d land).
Redevelopable land s not vacant, but it is available to support some of the
new development dema ed by the increasing population and employment.
Redevelopment occurs 0 edevelopable land. Here again the definitions are
important and messy.
It is clear that if a b .1 ing is removed and something is built in its place that
redevelopment has occu d. But the tax-lot problem occurs there also~ What does
one call a situation whe e vacant portion of a large tax lot gets development,
without demolishing abiding elsewhere on the lot? Or when an existing
structure is added to, in asing the density of development?
Some jurisdictions u the term infill for this type of development. They may
even apply the term to a t x lot itself: if surrounding tax lots are primarily
developed, then an isola buildable tax lot (i.e., a tax lot totally or partially
vacant) is also an infill t lot.
Figure A-2 simplifi ome of these issues to define three types of land that
can support new develo ent: buildable vacant land, buildable partially-vacant
land, and redevelopable 1 nd.
Given the amount 0 evelopment in any urban area, it is necessary to use
some type of database stem for the land inventory. After assembling databases,
the next step in the sup analysis is to classify each tax lot in the UGB in to a
mutually exclusive cate ry. This classification typically includes the following
categories:
. Vacant land. Va nt Land means tax lots with no development. Some
definitions use a inimum improvement value and size threshold for
vacant land.
. Partially-vacant I nd. Partially-vacant tax lots are sometimes called
"underutilized" a d. This includes tax lots that have some development
on them, but als ave visible vacant areas.

Methods for identi . g buildable land can range from relatively simple, field-
based inventories for s 1 areas, to complex and resource-intensive ones for
large regions. The degre f detail and precision needed for a vacant land
database should be dete ined by the purposes of the inventory.
BUILDABLE LAND INVENTORY
1. Calculate the gr vacant acres by land use designation, includingfully
vacant and parti ly vacant parcels. The first step requires parcels to be
classified as vac t, partially vacant or developed. The amount of vacant
land is then tabu ed by the planned land use from the comprehensive
plan.
2. Calculate gross ildable vacant acres by plan designation by subtracting
unbuildable acr s rom total acres. Not all vacant land is developable.
Lands with envi ental constraints such as steep slopes, floodplains, or
other natural ha a ds are deducted from the inventory. This deduction
yields "buildabl "acres, or the amount of land that is" available for
development.
3. Calculate net bu"l able acres by land use designation subtracting land for
future public fac'l ties from gross buildable vacant acres. Not all buildable
land will be use or development; streets and other public facilities will
require land. Th s deduction results in net acres. x

F or the land outside th etro area, commercial and industrial zoning
designations that were to b 'ncluded in the land base were identified by TAC
members representing Lan ounty. Spatial queries were applied to the Lane
land use polygon coverage t arrive at the land base for the lands outside the
metro area. A detailed fio diagram is included at the end of this appendix that
documents all of the indivi al processes used to generate this file.
This process produced single GIS polygon file with new unique
identification attributes th t illbe used to populate the Access database. This
step is important for the n step of populating the database but will also be
instrumental for linking th esults of later database queries back to the GIS for
map display.
ECO designed a datab s structure that is simple and straightforward. The
goal was to create a struc r that can contain all of the attributes identified by
the partner agencies as val ble to this study and that can be effectively tied to
the outside GIS files, data es, and spreadsheets that will supply these
attributes. ECO will comp I this database as "snapshot" exports from outside
source datasets, but also d ument where and how static tables can later be
replaced with live, dynamO queries to their source datasets. In addition, this
structure creates a reposit for new data, identified by the partner agencies as
valuable to the study, but ently not available from existing datasets or
through cost effective spat I analysis. Tables and fields have been created to
store data values generate rom site visits, air photo interpretation or other
future analyses.
