COUNCILORS PRESENT: David Kelly, Gary Pap~, Nancy Nathanson, Scott Meisner, Pat Farr,
Betty Taylor, Gary Rayor, Bonny Bettman.
BOARDS AND COMMISSIONS INTERVIEWS
Council President David Kelly called the meeting of the Eugene City Council to order.
A. Interviews for Budget Committee
Councilors greeted Budget Committee applicant Jana Rygas. Councilors introduced themselves
to Ms. Rygas, and asked her the following questions.
1. Why did you app/y for the Budget Committee and what do you hope to contribute ?
2. A)/n your opinion, which issues shou/d be given highest priority by the Budget
Committee over the next four years?
B) Which of these do you consider to be the most important issue, and why?
3. The Budget Committee meets six to eight times in the spring to review the proposed
budget. Citizen members of the Budget Committee also may meet throughout the year
on projects assigned to it by the council. In past years, the committee recommended
funding strategies for upgrading our transportation system and our regional public
safety data collection system. This year, the committee will be providing options to the
City Council on a riving wage ordinance. Citizen members also meet with City staff on
at least three occasions to review service profile updates. Are you interested in such
an active role? Why or why not?
4. Do you have suggestions for ways the City may improve citizen understanding and
input into our budget priorities and processes?
5. Do you have questions of us? Is there anything you would like to add?
Mr. Kelly thanked Ms. Rygas for attending the interview, and indicated the council would be
making a decision on October 28. Ms. Rygas left the meeting.

The council greeted Budget Committee applicant Jack Lucier and asked him the same questions
asked of Ms. Rygas.
Following the interview, Mr. Kelly thanked Mr. Lucier and indicated the council would be making
the appointment on October 28. Mr. Lucier left the meeting.
Councilors shared impressions of the candidate.
B.Interviews for Planning Commission
Councilors greeted Planning Commission applicant Richard Duncan. Councilors introduced
themselves to Mr. Duncan, and asked him the following questions.
1. Why did you apply for the Planning Commission and what do you hope to contribute ?
Mr. Rayor arrived at the meeting.
2. In your opinion, which issue should be given highest priority by the Planning
Commission over the next four years? Why do you consider this the most important
issue?
3. The Planning Commission must often balance competing interests when developing
planning documents and making land use decisions. In your opinion, what are the
most important factors for the Planning Commission to consider in its decision-making?
4. Please share your views on how the Planning Commission can foster involvement of
the whole community in long-range planning projects.
5. Do you have any questions of us? Is there anything you would like to add?
Mr. Kelly thanked Mr. Duncan for attending the interview, and indicated the council would be
making a decision on October 28. Mr. Duncan left the meeting.

The council greeted Planning Commission applicant Jerrry Finnigan and asked him the same
questions asked of Mr. Duncan. Following the interview, Mr. Kelly thanked Mr. Duncan and
indicated the council would be making the appointment on October 28. Mr. Duncan left the
meeting.
