Meeting Date: January 31, 2007 Agenda Item Number: A Department: City Manager’s Office Staff Contact: Dennis Taylor www.eugene-or.gov Contact Telephone Number: 682-5336 AGENDA ITEM SUMMARY This work session is an opportunity for the council to further define its 2007-08 goals established at its January 19-20 retreat and strategic planning session. BACKGROUND Following the two-day session, which was facilitated for the fourth consecutive year by Julia Novak of Management Partners, Inc., ten City Council goals were identified, six continuing goals and four new goals. They are as follows: Continuing 1.Race: Enhance understanding of race issues and improve community relationships 2.Homeless Initiative: Continue to work collaboratively with our community partners to end chronic homelessness in ten years Blue Ribbon Committee ? Youth ? Women and children ? 3.City Hall: Adopt implementation plan for parallel process for City Hall and patrol facility construction 4.Neighborhood Empowerment: Redesign the neighborhood initiative to support the neighborhoods, which includes public participation in the livability and protection of neighborhoods and identifies specific redevelopment strategies that preserves the integrity of residential uses, including design standards, site review, down zoning, infill regulation, and bolstering and empowering neighborhood associations to get more involvement 5.Arts and Outdoors: Strengthen our commitment to community arts and outdoors assets 6.Hospital: Facilitate the development of a full service hospital in Eugene New 1.Sustainability Initiative: Develop Office of Sustainability and Sustainability Commission that supports broad sustainable practices and create a tool chest of things needed to support businesses that produce sustainable products or provides or utilizes sustainable practices. 2.Downtown Initiative: Facilitate significant revitalization of downtown core. 3.Police Initiative: Increase police staffing with a special focus on supporting community policing and reducing property crime. RELATED CITY POLICIES No related City policies are relevant to this discussion, but all goals were contemplated under the umbrella of the City’s vision and values statement, which was modified in 2005. COUNCIL OPTIONS The council may provide input and direction for staff follow-up on the issues discussed. Staff anticipates greater articulation by the body of what it deems measurable outcomes, as well as strategies and timelines for attaining success of the agreed upon goals. CITY MANAGER’S RECOMMENDATION No specific recommendations are offered by the City Manager. However, he supports the unified voice of the council offering specific direction in order to clarify the best course of action for staff to implement specific, achievable and measurable “SAM” outcomes. The session is to establish Council Goals 2. Council Goals will be established with 7 of 9 (or 6 of 8) affirmative votes, with the Mayor participating and voting. Identifying Council Goals for 2007 – 2008 The Council brainstormed the following potential goal areas for 2007-2008 which would be considered along with the priorities from 2006 that were not yet completed. ? Design Standards and Site Review ? Smart Growth ? Find a new source of revenue ? EMS outreach to communities of Color/Women ? Adopt a living wage ordinance ? Maintain current service levels at the library ? Enhance youth programs ? Citizen’s academy for City services ? Provide for completely free bus service within the City of Eugene ? Let voters make a decision on a performance auditor ? Protection of Amazon Headwaters ? Youth Advisory group for Council Enhance Human Services ? Annexation vote of River Road and Santa Clara ? Purchase all property available along the Willamette River ? Secure funding and build a downtown circulating loop, fixed rail, electric street car ? Patrol building and substations ? The Council should consider the following questions in accomplishing this task: ? What is the task to be accomplished? ? What will success look like? ? How (when) will we know this is completed? ? How does the goal tie to the adopted Vision and Values?
