AGENDA ITEM SUMMARY
Following a January 19-20 retreat and strategic planning session, ten goals were identified by the
council for 2007-08. On January 31, councilors further articulated their thinking for staff as to how they
should proceed in developing action plans in order to achieve measurable success for all ten goals.
Note: Due to pending land use decisions with the proposed hospital siting, councilors did not discuss
any issues related to that goal.
BACKGROUND
Ten City Council goals were identified at the January 19-20 retreat - six continuing goals and four new
goals. They are as follows:
Continuing
1.Race: Enhance understanding of race issues and improve community relationships
2.Homeless Initiative: Continue to work collaboratively with our community partners to end
chronic homelessness in ten years

3.City Hall: Adopt implementation plan for parallel process for City Hall and patrol facility
construction
4.Neighborhood Empowerment: Redesign the neighborhood initiative to support the
neighborhoods, which includes public participation in the livability and protection of
neighborhoods and identifies specific redevelopment strategies that preserves the integrity of
residential uses, including design standards, site review, down zoning, infill regulation, and
bolstering and empowering neighborhood associations to get more involvement
5.Arts and Outdoors: Strengthen our commitment to community arts and outdoors assets
6.Hospital: Facilitate the development of a full service hospital in Eugene

1.Sustainability Initiative: Develop Office of Sustainability and Sustainability Commission that
supports broad sustainable practices and create a tool chest of things needed to support
businesses that produce sustainable products or provides or utilizes sustainable practices.
2.Downtown Initiative: Facilitate significant revitalization of downtown core.

3.Police Initiative: Increase police staffing with a special focus on supporting community policing
and reducing property crime.
4.Transportation Initiative: Develop mechanisms to adequately fund our transportation system for
cars, trucks, bikes, and pedestrians including maintenance and preservation and capital
reconstruction.
RELATED CITY POLICIES
No related City policies are relevant, but all goals were contemplated under the umbrella of the City’s
vision and values statement, which was modified and approved by the council in 2005.
COUNCIL OPTIONS
1.The council may approve all 10 goals as presented.
2.The council may choose to contemplate altering the wording and/or eliminating any of the goals.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends approval of the 10 goals for 2007-08.
SUGGESTED MOTION
Move to approve the City Council goals for 2007-08.
