City Councilor Betty Taylor will also participate in the effort. Parker/Eastside Elementary School is located at 3875 Kincaid Street. The new playground equipment is made possible through a City of Eugene Neighborhood Matching Grant. The highlight is a new 8-foot wall climber. Other additions to be installed on Saturday include a new swing, a "toss 'n' score" and a picnic table. Future improvements included in the grant are bicycle racks and naturescaping. Most of the naturescaping will be installed in the fall of 2004. The total project is valued at over $13,000. The neighborhood match is primarily general and professional volunteer labor and monetary contributions from the school site councils. The City's Neighborhood Matching Grant program funded $6,375 of the project costs. Boy Scouts Plant over lO0 Trees Alonq Northwest Expressway More than 16 Boy Scouts from the River Road area off Maxwell Rd. helped transform their neighborhood by planting 115 native trees along Northwest Expressway near Chambers, a formerly barren landscape consisting of major arterials, a field and a train yard. The Scouts accomplished this feat in a mere three hours last Saturday morning with the help of the City's NeighborWoods program and the program's local tree planting partner, Eugene Tree Foundation, which coordinated the effort. The work involved rigorous activities: digging planting holes, removing rocks, planting trees, and, finally, applying leaf mulch to the thirteen islands of trees that were formed. According to Rick Olkowski, NeighborWoods program coordinator, the "boys had a ball." "They'll get to see the trees they planted every day, and the trees will grow as they grow," he said. "It's about building community," said one participant. EUGENE CITY COUNCIL NEWSLETTER PAGE 1 March 17, 2004 "People driving by will notice that it's not just a field and say, 'Oh, trees!'" The Boy Scouts planted big leaf maple, cascara, white oak, black oak, Douglas fir, ponderosa pine, and Oregon ash trees, all native to the southern Willamette Valley. Public Works Department Publishes FY03 Annual Report The Public Works Department has published its annual report for Fiscal Year 2003. The 36-page report includes statistics about the various services provided by the department from July 1,2002, through June 30, 2003, plus narrative accounts organized primarily around City Council goals. A copy of the report has been placed in the Council Office, and a version also can be viewed on the Internet at www. ci. eugene, or. us/pw/department/annrpt, htm. Eugene Fleet & Radio Communication Services Joins Clean Cities Coalition Eugene Public Works Maintenance Division, Fleet & Radio Communication Services was granted membership in the Columbia-Willamette Clean Cities Coalition (CWCCC) in October 2003. Formerly known as the Portland Clean Cities Coalition, the CWCCC encompasses Oregon and southwestern Washington. This coalition is dedicated to advancing the following goals of the national Clean Cities Program: · Reduce dependence on non-domestically produced transportation fuels · Encourage the development of a public AFV network · Reduce emissions of mobile-source air pollutants · Educate the public on the advantages of alternative fuels and vehicles · Encourage the purchase and use of energy-efficient AFVs The Clean Cities Program is sponsored by the U.S. Department of Energy (DOE). The mission of the Clean Cities Program is to enhance our nation's energy security and air quality which is accomplished by supporting public and private partnerships that use clean-burning alternative fuel vehicles (AFV) and alternative fueling sites. Clean Cities takes a unique, voluntary approach to AFV development, working within coalitions of local stakeholders to help develop the AFV industry. Participants join Clean Cities because they're motivated by the spirit of voluntary partnerships, and because they recognize that success requires regional cooperation from a wide variety of public and private entities.
