COMMITTEE REPORTS AND ITEMS OF INTEREST FROM MAYOR, CITY COUNCIL, AND CITY MANAGER The mayor adjourns the meeting of the Eugene City Council and convenes a meeting of the Eugene Urban renewal Agency. 5:50 p.m.* B. WORK SESSION: Review of West Broadway Request for Qualifications Responses Eugene City Council Agenda: March 12, 2007 L:\CMO\2007 Council Agendas\M070312\A070312S.doc Urban Renewal Agency President: I moveto select KWG Development Partners and direct the Agency Director to work with KWG Development Partners to 1) explore in more detail project concepts, with opportunities for community input, and 2) bring back to the URA for review and approval the more detailed project concepts. The more detailed project concepts shall include the development footprint, feasibility of building reuse, transfer of property, project scale, mix of uses, design, and level of financial participation from the URA. Roll Call Vote The Mayor adjourns the meeting of the Eugene Urban Renewal Agency and re-convenes the meeting of the Eugene City Council. 7:00 p.m.* C. ACTION: An Ordinance Amending the Eugene-Springfield Metropolitan Area General Plan Land Use Diagram and the Jefferson/Far West Refinement Plan Land Use Diagram and Text; Amending Section 9.9580 of the Eugene Code, 1971; Adopting a Severability Clause; Providing an Immediate Effective Date; and Providing a Sunset Date (Jefferson/Far West, MA 06-5, RA 06-3, CA 06-1) City Council President: I move that the City Council adopt Council Bill 4940, an ordinance concerning Jefferson/Far West Plan Amendments. Each person will have three minutes to speak. Please give your name and address when you come to the podium. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR A. Adoption of Resolution 4907 Urging the Cessation of Combat Operations in Iraq and the Return of United States Troops Council President: I move to approve the items on the Consent Calendar. Roll Call Vote 3.PUBLIC HEARING and POSSIBLE ACTION: Brown Measure 37 Claim (M37 06-2) Resolution 4905 Granting a Measure 37 Claim and Modifying a Provision th of Chapter 9 of the Eugene Code, 1971 for Property Located on 12 Avenue Between Charnelton and Lincoln Streets, Eugene, Oregon (Assessor’s Map 17-03-31-42 TL 7100 – DMB Green, LLC) Manager: Introduces topic, presents background information. Mayor opens the public hearing: Those wishing to speak during the Public Hearing must submit a completed “Request to Speak” form to the information desk, prior to the beginning of the Public Hearing. Roll Call Vote 4.ACTION: An Ordinance Providing for Withdrawal of Territories from the River Road Water District and the River Road Park and Recreation District, and from the Santa Clara Water District City Council President: I move that the City Council adopt Council Bill 4939, an ordinance providing for withdrawal of territories from special districts. Roll Call Vote 5.ACTION: An Ordinance Amending the Eugene-Springfield Metropolitan Area General Plan Land Use Diagram; Amending the Willakenzie Area Plan Pursuant to Section 9.7750(4) of the Eugene Code, 1971; Adopting a Severability Clause; and Providing an Effective Date (Huntington Crossing) City Council President: I move that the City Council adopt Council Bill 4943, an ordinance amending the Metro Plan and Willakenzie Area Plan.
