HomeMy WebLinkAboutAdmin Order 53-19-13ADMINISTRATIVE 53-19-13 of the Traffic Engineer of the City of Eugene CONCERNING COMMUTER PERMIT PARKING ZONE 40 AND REPEALING ADMINISTRATIVE ORDER NO. 53-19-05. The Traffic Engineer of the City of Eugene finds that: A. Section 5.040 of the Eugene Code, 1971, authorizes the City Manager or the Manager's designee to take administrative action establishing parking area time limitations, including the form of permissible parking and imposing conditions upon which the streets and other public property may be used for parking. B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- 14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040 and 5.050 of the Eugene Code, 1971. C. On April 17, 2017, the City Manager issued Administrative Order No. 58-17-08 appointing me as the City's Traffic Engineer. D. On March 21, 2019, I issued Administrative Order No. 53-19-05, expanding the boundaries of Commuter Permit Parking Zone 40. E. A local business owner has requested that Zone 40 be expanded to include a northeast section of downtown Eugene. After assessing the current parking conditions, supply of parking in the area and comments received by the adjacent property owners, and after considering the criteria set forth in EC 5.055, I have determined that it is in the public interest to expand Commuter Permit Parking Zone 40 as set forth below. On the basis of these findings, I order that: 1. Notwithstanding any other Administrative Order to the contrary, the area described below and depicted on the map attached to this Order as Exhibit A is hereby established as Commuter Permit Parking Zone 40. East-West Streets: E. 2nd Avenue from High Street to Ferry Street on the north side of each block E. 01 Avenue from Pearl Street to High Street on the north and south sides of the block E. 1411 Avenue from Willamette Street to Pearl Street on the north and south sides of each block E. 15' Avenue from Willamette Street to Pearl Street on the north and south sides of each block E. 16th Avenue from Oak Street to Pearl Street on the north and south sides of the block Administrative Order -- Page 1 of 3 North-South Streets: High Street from E. 5th Avenue to E. 2nd Avenue on east side of each block Oak Street from E. 14th Avenue to E. 17th Avenue on the east and west sides of each block Pearl Street from north of railroad tracks to E. 4th Avenue on the west side of the block Pearl Street from E. 3rd Alley to E. 3rd Avenue on west side of the block Pearl Street from E. 4th Avenue to E. Yd Avenue on east side of the block Pearl Street from E. 14th Avenue to E. 14th Ally on the west side of the block Pearl Street from E. 15th Avenue to E. 16th Avenue on the west side of the block 2. The portion of Zone 40 described below shall allow 2 -hour metered public parking between 7 a.m. and 6 p.m., Monday through Saturday, except legal holidays and except Commuter Permit Parking Zone 40 permitted vehicles. East-West Streets: E. 14th Avenue from Willamette Street to Pearl Street on the north and south sides of each block E. 1511 Avenue from Willamette Street to Pearl Street on the north and south sides of each block E. 16' Avenue from Oak Street to Pearl Street on the north and south side of the block North-South Streets: Oak Street from E. 14th Avenue to E. 17th Avenue on the east and west sides of each block Pearl Street from E. 14th Avenue to E. 14th Ally on the west side of the block Pearl Street from E. l 5th Avenue to E. 16th Avenue on the west side of the block 3. The portion of Zone 40 described shall allow 2 -hour non -metered public parking between 7 a.m. and 6 p.m., Monday through Friday, except legal holidays and except Commuter Permit Parking Zone 40 permitted vehicles. East-West Streets: E. 2nd Avenue from High Street to Ferry Street on the north side of each block E. 4th Avenue from Pearl Street to High Street on the north and south sides of the block North-South Streets: High Street from E. 5th Avenue to E. 2nd Avenue on east side of each block Pearl Street from north of railroad tracks to E. 4th Avenue on the west side of the block Pearl Street from E. 3rd Alley to E. 3rd Avenue on west side of the block Pearl Street from E. 4th Avenue to E. 3rd Avenue on east side of the block Administrative Order -- Page 2 of 3 4. Anyone may apply for a Zone 40 permit entitling the permit holder to long-term parking within the Zone. Permit fees shall be established in accordance with Section 2.020 and Chapter 5 of the Eugene Code, 1971. Permit sales shall be processed on a first come, first served basis. 5. If, by action of a hearing official having jurisdiction to review this Administrative Order, any portion of this Administrative Order is stricken or the boundaries of Commuter Permit Parking Zone 40 are modified, such action by the hearings official shall have no effect on the validity of any other section or provision of this Administrative Order, all of which will remain in full force and effect. 6. Administrative Order No. 53-19-05 is repealed as of the effective date of this Order. P Dated and effective this 1+ day of October, 2019. Matthew J.
