of the
City Manager of the City of Eugene, Oregon
ESTABLISHING OCTOBER 18™ AS "TAKE SOMEBODY TO TEA" DAY
FOR CITY OF EUGENE EMPLOYEES.
The City Manager of the City of Eugene finds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City, specifically authorized to
organize, and, as deemed necessary, disband and reorganize various City departments, and to
enforce all ordinances of the City.
B. The history of tea is long and complex, spreading across multiple cultures over the
span of thousands of years. Tea likely originated in the Yunnan region of China during the Shang
dynasty as a medicinal drink. An early credible record of tea drinking dates to the 3rd century AD,
in a medical text written by Hua Tuo. Drinking tea became popular in Britain during the 17 th
century. Tea initially came to America in the mid-1600s by way of the Dutch settlement of New
Amsterdam, renamed New York in 1664, where the tea trade flourished.
C. Tea played a part in the events leading up to the American Revolution. On
December 16, 1773, in response to a tax on tea, American colonists, frustrated and angry at Britain
for imposing "taxation without representation," dumped 342 chests of tea, imported by the British
East India Company, into the Boston harbor. Known as the Boston Tea Party, the event was the
first major act of defiance to British rule over the colonists.
D. Studies have shown that tea offers a variety of health benefits because it contains
antioxidants and compounds that can help reduce inflammation in the body.
E. The power of tea is suggested in anonymous quotes such as: "Where there is tea
there is hope." "A cup of tea is an excuse to share great thoughts with great minds." "With a cup
of tea in hand anything is possible."
NOW, THEREFORE, based upon the above findings, I order that:
Section 1. City of Eugene employees consider sharing a cup of tea and their story with
somebody on October 18 of each year.
Section 2. The Executive Director for each City department shall convey this
administrative encouragement to employees within their Department.
