ISSUE STATEMENT The Sustainability Commission will present its FY19 Annual Report and its Proposed FY20 Work Plan. The Commission requests the City Council to approve its FY20 Work Plan.
BACKGROUND
FY19 Annual Report Summary The Commission sent five proposals to City Council in FY19 and provided public comment in support of those proposals. The topic of each proposal is listed below. City Council approved work sessions for the proposals regarding single-use plastics and the polystyrene ban. Council took action that aligned with Commission requests on the following items: single-use plastics and polystyrene products, and has deliberated the Northwest Natural Gas franchise agreement. In addition, the City has seen major programmatic advances in the area of food waste with the rollout of curbside composting.

FY19 Work Plan Summary The FY19 Work Plan includes six overarching topics areas:
1. Outreach
a. Outreach/Engagement Pilot. Develop a strategy to increase engagement with traditionally-underrepresented populations in Eugene.
b. Business Outreach. Search for opportunities to collaborate with Eugene’s business community to facilitate better understanding of sustainable business practices.
2. CAP2.0/Climate Mitigation Policy Input. Plan and carry out strategies to educate the community about the CAP 2.0. Review the content of the CAP 2.0 process, policies, actions and

projected outcomes, and provide feedback to Sustainability staff and/or City Council on the following topics.
a. Transportation System Plan Implementation (active transit and electric vehicles).
b. Energy Used in Building Policies
c. Waste Reduction Policy
d. Urban Forestry
3. Climate Resiliency. Review Eugene wildfire and smoke inundation preparedness and mitigation measures.
4. FY19 Follow-Up of Proposals Sent to City Council. The Commission plans to follow up on all items sent to City Council in FY19 that City Council has not taken action on.
5. Further Research. The Commission will research air quality, Envision Eugene and urban reserves, track and field events policy, aerial spraying, and dietary choices and climate change.
6. Emerging Issues. This item gives the Commission the flexibility to address unforeseen, but important sustainability-related items presented by the Mayor, City Council, City Manager, Commissioners, or the public.

Annual Report-Fiscal Year 2019
Introduction
On November 19, 2018, the Sustainability Commission presented its fiscal year 2019 (FY19) Work
Plan to City Council. The FY19 Work Plan reflected the Commission’s intent to work on issues in five
specific areas, while also allowing for flexibility to address issues as they came up.
The priority topics included:
City Council Engagement
CAP2.0 Outreach and Policy Input
Waste Reduction Policy
Transportation System Plan (TSP) Implementation
Biophilic Design
Neighborhood Preparedness
Natural Gas
FY19 Work Plan Progress
Progress on the six priority topic areas presented in the FY18 Work Plan was significant. A detailed
accounting on each item on the Work Plan is included at the end of this document. A summary of
accomplishments is included here.
Commission sent five proposals to City Council. The Commission sent five proposals to City
Council in FY19 and provided public comment in support of those proposals. The topic of each
proposal is listed below. City Council approved work sessions for the proposals regarding single
use plastics and the polystyrene ban. Council took action that aligned with the Commission
requests on the following items: single use plastics and on polystyrene products and has
deliberated the Northwest Natural Gas franchise agreement. In addition, the City has seen major

Engagement in the Climate Action Plan 2.0 Process. The Commission is tracking the CAP2.0
project, looking for ways to contribute through review of the gap strategies. Members of the
Commission attended many of the second round of Large Lever Shareholder Meetings in the fall
of 2018. The Commission formed a Committee to review the gaps strategies. This work is in
progress.
Building Capacity. In June 2019, the Commission adopted new Working Agreements that
address how to deliberate time-sensitive topics. The previous Working Agreements had improved
the efficiency of the Commission but left little flexibility when time-sensitive issues arose. These
improvements will provide the Commission more flexibility in the future.

The following table includes an update on progress on each item included in the FY19 Work Plan.
1.City Council Engagement
City Council Engagement The Commission set a goal of developing a
strategy to increase engagement with City
Council. Individual members conducted
interviews with selected City Councilors to
determine what strategies worked best with
them. The Commission is attempting to
implement these best practices.
2. Climate Change Policy
CAP2.0 Outreach and Policy Input Several members of the Commission attended
the Fall 2018 Large Lever Shareholder
meetings. The Commission formed a CAP2.0
review committee that reviewed the Gaps
Strategies document. This work is ongoing, and
feedback is expected in the coming months.
Waste Reduction Policy The Commission penned two letters for the City
Council urging them to enact a single-use plastic
ban and a polystyrene ban. The single-use ban
was enacted, and the polystyrene ban will be in
front of the Council in November. The
Commission also discussed food waste
reduction and supported the Waste Prevention
and Green Building’s curb side composting
program. The food waste work is ongoing.
Transportation System Plan (TSP)
Implementation
The Commission created a TSP Review
Committee and met with City staff to discuss the
progress. This work is ongoing.
Biophilic Design This work was tabled and remains so at this
time.
Neighborhood Preparedness The Commission received a presentation from
the Emergency Management team staff and
were impressed with the City’s efforts on this
topic.
Natural Gas The Natural Gas Committee of the Sustainability
Commission provided two letters to the City
Council with recommendations on updating the
Northwest Natural Gas Franchise agreement
and how to regulate natural gas use in Eugene.
This work is ongoing as part of the CAP2.0
review.
3. Emerging Issues
Address unforeseen, but important
sustainability-related items presented by the
Mayor, City Council, City Manager,
Commissioners, or the public, in accordance
with the Commission’s adopted operating
procedures.
The Commission addressed many emerging
issues, all noted in the sections above.

Work Plan-Fiscal Year 2020
Overview
The Commission serves as an advisory body to the City Council and City Manager in the
development or initiation of programs or actions that will enhance and create sustainable practices
within the City and the community. The Commission focuses on the Triple Bottom Line aspects of
sustainability - social equity, environmental health and economic prosperity, and advises on policy
matters related to:
a)sustainable practices
b)businesses that produce sustainable products and services
c)City building design and infrastructure
d)related issues that directly affect sustainability efforts considered by the council
Core Priorities/Work Items
This Fiscal Year 2020 (FY20) work plan emphasizes core priorities, flexibility, and engagement. The
core priorities guide the Commissions focal areas for on-going policy discussion, analysis, and
ultimately recommendations to the City Council.
The proposed core priorities and specific policy issues for the Commission in FY20 are the following.
1. Outreach
a.Outreach/Engagement Pilot. Develop a strategy to increase engagement with
traditionally underrepresented populations in Eugene. The development of the strategy
should include planning for meetings outside of the Atrium building and engaging with
community partners to develop an effective outreach program.
b.Business Outreach. Search for opportunities to collaborate with Eugene’s business
community to facilitate better understanding of sustainable business practices. Help
promote and share actions successfully implemented by Eugene businesses.
2.CAP2.0/Climate Mitigation Policy Input. Plan and carry out strategies to educate the
community, including neighborhood associations, about the CAP 2.0 Project and solicit community
input and involvement around a variety of topics including consumption. Coordinate with Lane
County’s emerging sustainability efforts and review other climate action plans. Review the content
of the CAP 2.0 process, policies, actions and projected outcomes, and provide feedback to
Sustainability staff and/or City Council.
a.Transportation System Plan (TSP) Implementation (Active Transit and EVs).
Proactively seek opportunities to collaboratively assist City staff as it develops
implementation strategies for the TSP that will align proposed projects with the Climate
Recovery Ordinance.
b.Energy Used in Building Policies. Investigate best practices for equitably reducing
carbon emissions associated with building energy use in the commercial, industrial, and
residential sectors. This work will include natural gas use and the City’s franchise
agreement/other avenues. Look for triple bottom-line solutions that are most cost effective.
c.Waste Reduction Policy. Research policy options to continue to further restrict non-
reusable fast food packaging such as straws, cups, clamshell packaging, Styrofoam
packaging; prohibit some items or require surcharge, encourage re-usable service ware,

packaging. Review Eugene’s food waste initiatives and explore ways to extend and
enhance them.
d. Urban Forestry/HB2001. Investigate the interactions between urban forestry and the new
requirements for housing density spelled out in Oregon House Bill 2001 (2019). Research
how increasing density can be done in a way that complements increasing canopy cover
proposed by the urban forestry program.
3. Climate Resiliency. Review Eugene wildfire and smoke inundation preparedness and mitigation
measures. Review City action to foster general neighborhood disaster preparedness,
neighborhood organization and communication and collaborate with staff to further these actions.
4. FY19 Follow-Up of Proposals Sent to City Council
a. Single Use Plastics. Monitor City Council actions to ensure that the polystyrene ban goes
into effect. Look at other avenues to reduce single use plastics through the Waste
Reduction Policy Committee.
b. Northwest Natural Franchise Agreement. Continue to monitor and advise on the
Northwest Natural Franchise Agreement City Council Discussion. Respond to updates
through the CAP2.0 Buildings and Energy Committee.
c. Electric Vehicle Ready Homes. Monitor Action at State Level to ensure appropriate
progress is made to address the issue.
d. Home Energy Scoring Requirement for Home Sales and Rentals. Work with staff to
identify a work session date.
e. Tiny and small houses. Monitor Council action to address housing issues including the
need for tiny and small houses.
f. Riverfront Property. Continue to monitor the Riverfront property development.
5. Areas for further research
a. Air Quality. Research factors impacting air quality problems in Eugene. Look for solutions
that the City can implement and that are sustainable which would improve air quality.
b. Envision Eugene and Urban Reserves. As the City continues to identify areas for urban
reserves research how this can be done keeping sustainability in mind.
c. Track and Field events policy. The City of Eugene will be hosting two major track and
field events over the next two years. Research how these events can be sustainable as
possible and provide input.
d. Aerial spraying. Research if the City has any regulatory authority to regulate aerial
spraying within the City’s watershed.
e. Dietary Choices and Climate Change. Investigate the impacts of dietary choices on
climate change and how to best communicate these findings.
6. Emerging Issues. Address unforeseen, but important sustainability-related items presented by
the Mayor, City Council, City Manager, Commissioners, or the public, in accordance with the
Commission’s adopted operating procedures.
Outcomes
Provide policy recommendations to Eugene City Council.
Provide a forum for addressing public concerns related to sustainable policies and practices.
Provide input to City Council and City Manager on sustainability policies and practices that reflect
community values.

ISSUE STATEMENT This work session is intended to provide a general update on the work accomplished thus far implementing the parks and recreation bond and levy measures, which voters approved in May 2018, to renovate parks and recreation facilities, build new parks in underserved areas, improve public safety in parks, and restore park maintenance activities. A more detailed update including an annual report will be provided at a subsequent work session on February 10, 2020.
BACKGROUND Since the voter approval of both the parks and recreation bond and levy measures, staff have taken significant steps toward implementing what was stated would be done in these measures. On the capital bond, staff have completed the major renovation of Tugman Park playground while making progress on several other developments across the city, including Berkeley Park, Striker Field, and the Downtown Riverfront Park. We also moved forward with breaking ground on Campbell Community Center and unveiled the final designs for Echo Hollow Pool and Fitness Center. The operating levy has already positively impacted the community in many ways over the last year. We increased park safety by adding two year-round Eugene Police Officers dedicated to parks, added two more Park Ambassadors, reopened closed restrooms in parks, increased mowing frequency, and added seasonal weekend and after-hours maintenance in high-use parks. We also increased seasonal trash service at busy trailheads, started doing more trail maintenance, and continue to do vegetation management to reduce fuel loads, manage weeds, and add native plants. As required by both the bond and levy ballot measures, a Citizen Advisory Board has been formed to ensure accountability in the use of bond and levy funds. The Citizen Advisory Board is responsible for reviewing end-of-year reporting to ensure that spending complies with the intent of the ballot measures. The Board then forwards the report and any comments to the City Manager, who provides the report to the City Council and makes it publicly available. Once completed, all reports will be available on the 2018 Bond and Levy website.

The Board meets three to four times each year and members of the public are welcome to attend. Meetings are generally focused in the fall and are advertised in the public meetings calendar. The Parks and Recreation Bond Ballot Measure requires oversight of the Bond by an outside auditor. The auditor is asked to provide an annual written report on the use of the bond funds and provide the report to the Eugene City Council. Isler CPA, LLC, has a contract with the City of Eugene to perform audits of both the City’s organizational financial documents and the 2012 Street Bond proceeds. Parks and Recreation have amended this existing contract to also include the Parks and Recreation Bond. Isler CPA, LLC, will be auditing Bond-related expenditures for the fiscal year period of July 1, 2018, through June 30, 2019. An annual report is being finalized by staff and reviewed by the Parks and Recreation Advisory Board. This report—along with the annual audit—will be submitted to City Council prior to its February 10, 2020, work session. At that work session, staff will present this report and more detailed information on the work being done to implement capital bond projects and the operating levy.
PREVIOUS COUNCIL DIRECTION July 16, 2018, Public Hearing Approved the Parks and Recreation System Plan which included a 30-year vision for capital improvements to both parks and recreation facilities February 12, 2018, Meeting Referred both a $39.35 million general obligation bond measure (Measure 20-289) and a $3.15 million annual five-year Operations and Maintenance Local Option Levy (Measure 20-288) to the May 15, 2018, ballot. As part of this referral, staff was directed to provide annual progress reports.
