BACKGROUND The City Council voted at its June 27, 2011, work session to begin formal council meetings with a voluntary recitation of the Pledge of Allegiance to the Flag at those meetings closest to the following holidays: Memorial Day, Veterans Day, Flag Day, and the Fourth of July. In addition, the council voted to begin a practice of reading the Declaration of Independence and/or from the Constitution of the United States at the beginning of its meeting closest to the Fourth of July. According to the United States Code, Title 4 (U.S. Flag Code), the Pledge “…should be rendered by standing at attention and facing the flag with the right hand over the heart. When not in uniform, men should remove any non-religious headwear with their right hand and hold it at the left shoulder, the hand being over the heart. Persons in uniform should remain silent, face the flag, and render the military salute.” The Pledge is as follows: "I pledge allegiance to the Flag of the United States of America, and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all." ATTACHMENT A November 12, 2019, Meeting – Item 3A MINUTES – Eugene City Council Work Session October 14, 2019 Page 2 3.WORK SESSION: Riverfront and Downtown Urban Renewal OverviewPlanning and Development Director Denny Braud and Community Development Director MichaelKinnison provided a high-level overview of projects in two urban renewal districts.Council Discussion •Councilor Taylor – Supported the use of the Montgomery Ward Building as a day center andhomeless shelter; inquired about and discussed the cost of each quiet zone; expressedappreciation for discussions with a local business owner about opening the walls of buildingshe owns near Kesey Square. •Councilor Syrett- Asked if, in upcoming agenda materials, staff could provide for each urbanrenewal district the related cost of each project as well as current capacity of district; discussedthe difference between the current idea for use of the LCC building as compared to previousdirection given by the URA board; asked if the board would need to take action if visionschange; expressed appreciation for vision of workforce housing in that space but need to ensurethe board is in compliance with previous approvals. •Councilor Zelenka – Asked how the downtown high-speed fiber service area was determined;reiterated Councilor Syrett’s comments regarding the difference in vision of innovation spaceversus workforce housing; inquired about upcoming conversations about the Town Square;raised concerns about the timing of development of Town Square and City Hall and expressedhis desire to discuss City Hall funding strategies. •Councilor Clark – Discussed desire of staff to incorporate needs of public in development ofmarket square space; reiterated Councilor Zelenka’s comments about the high-speed fiberconnections and inquired about the next steps for expanding the footprint of high-speed fiberdevelopment; discussed use of private/public partnerships in development and expansion ofthe fiber optics technology. •Councilor Pryor – Discussed list of questions related to needs, capacity, and timelines of theproposed projects. •Councilor Syrett – Reiterated Councilor Clark’s comments about building out the fiber opticnetwork; discussed next steps of developments and expressed concerns about equity ofdevelopments in certain areas of town. •Councilor Zelenka – Appreciated Councilor Syrett’s comments about equity, inquired aboutservice of fiber within a particular area; discussed intentions for initial infrastructure to servehigh speed fiber and challenges in development; inquired about the slide showcasing uploadand download speed of high-speed fiber optics in downtown; discussed the impact of high-speed internet connection on economy and employment. •Councilor Clark – Discussed downtown developments and successes, including historicalamenities that enabled cities to succeed; discussed idea of leveraging this tool to increasesuccess of city, especially in underdeveloped areas and expressed desire to hear more. •Mayor Vinis – Continued Councilor Clark’s comments about focusing more on underdevelopedareas, including using the building out of those areas to install fiber optics infrastructure duringconstruction. •Councilor Pryor – Discussed global methods for installing fiber optics in economical ways anduse of creativity to make development happen cheaper and faster; discussed use of fiber opticsinstead of 5G for connection to the internet. inquired about and discussed the impact of the project on jobsand the economy. •Councilor Pryor – Expressed appreciation for work; discussed long-term vision for theseenhancements and the partnership with Willamalane; expressed pride in developments andcongratulated staff for their work. •Mayor Vinis – Discussed impacts of plan on the whole city; discussed work of fire reductionstrategies; discussed personal experience with parts of the parks system and appreciationfor staff’s presentation and work over the years. 2.WORK SESSION: Transportation Update – Climate Action Plan 2.0, Transportation System Plan, and Electric Vehicle StrategyPublic Works Transportation Planning Manager Rob Inerfield and Sustainability ManagerChelsea Clinton reviewed the Climate Action Plan 2.0 Transportation Fuels Gap Strategies,provided an update on the Eugene 2035 Transportation System Plan Implementation Strategy,and shared the first draft of an Electric Vehicle StrategyCouncil Discussion •Councilor Evans – Asked what happens if the City is not making significant progresstowards 2030 goals and about any interim strategies, particularly with regard toinfrastructure for electric vehicle charging stations; asked who would pay for the electricvehicle charging station infrastructure; discussed community comments about ClimateRecovery Ordinance goals and supported creating a report card about the City’s progress onaccomplishing its goals. •Councilor Zelenka - Expressed appreciation for the report and supported efforts to trackprogress; inquired about emissions gap strategiesusing electric vehicles and discussed tradeoffs of increasing infrastructure of publictransportation using fossil fuels versus individual public electric vehicles. •Councilor Taylor – Raised concerns about the upcoming e-scooters program and asked foran update from staff; said council should have considered the e-scooter program beforestaff moved forward and asked about council’s role in creating policy around thesetransportation alternatives; discussed concerns about cuts in service to bus routes on Eastand West Amazon and the impacts on utilization of public transportation; discussed electricvehicle charging infrastructure and related concerns. •Mayor Vinis – Noted the report Navigating New Mobility provided a good opportunity forcouncil input. •Councilor Zelenka – Discussed e-scooter safety strategies; discussed electric vehiclestrategies and made suggestions for related city code updates; discussed public concernsabout pace of council addressing climate mitigation strategies and ways for council and thepublic to work together to enhance communication about the progress of the City in thesestrategies; discussed pace of climate mitigation in the city. •Councilor Evans – Asked how the City is working with other local municipalities to achievethese goals and what conversations are taking place; inquired how the City is working withits partners to achieve buy-in to CRO goals and strategies. •Councilor Clark – Discussed cost tradeoffs of climate strategies; inquired about finalexpenditures for West 11th EmX development; inquired about and discussed projectedexpenditures of development of five corridors involved with the MovingAhead project;expressed support for making corridors more travel-friendly; Lane Transit District Board President Carl Yeh opened the October 21, 2019, public hearing of the LTD Board of Directors. 1.PUBLIC HEARING: MovingAheadTransportation Planning Engineer Chris Henry introduced the topic of the public hearing.1.David Wade – advocated for an increase in EmX service to address climate concerns.2.Christopher Logan – advocated for the ‘no build’ option on River Road.3.Rob Zako – outlined Better Eugene-Springfield Transportation’s recommendations.4.Sarah Mazze – advocated for making walking and biking the safest and easiest options.5.Phil Farrington – asked both bodies to be sensitive to taking land for road expansion.6.Laura Potter – supported BEST’s Enhanced Corridor Plus plan.7.Marianne Nolte – spoke in support of BEST’s Enhanced Corridor Plus plan.8.Phil Barnhart – remarked that transportation and housing plans should be integrated.9. Jolene Siemsen – supported EmX service on River Road.10.Mike Eyster – said he did not think EmX was the best option for all routes.11.Seth Sadofsky – supported safety improvements along with enhanced corridors.12.Teresa Parker – asked for urgent response to climate change and Enhanced Corridor Plus.13.Claire Ribaud – wanted publicly funded sidewalks and more climate change action.14.Jack Taylor – supported reducing emissions while increasing equity and bus service.15.Matt McRae – asked for best transit system affordable to reduce emissions.16.Kaarin Knudson – wanted more frequent, reliable service; more housing along corridors.17.Jim Neu – wanted safer bike/pedestrian corridors to close greenhouse gas gap.18.Karmen Fore – expressed hopes for more frequent bus service.19.Barbara Perrin – highlighted the link between transportation and housing.20.Patty Hine – noted recent climate town hall that surfaced transportation as a top priority.21.Richard Self – supported more day passes for unhoused people to travel around the city.22.Julie Daniel – wanted bike and pedestrian safety improvements on all corridors.23.Nick Dikas – expressed support for packages C and D. BACKGROUND On July 31, 2000, the City Council held a process session and discussed the Operating Agreements. Section 2, notes in part that “The City Manager shall recommend monthly to the council which items should be placed on the council agenda. This recommendation shall be placed on the consent calendar at the regular City Council meetings (regular meetings are those meetings held on the second and fourth Monday of each month in the Council Chamber). If the recommendation contained in the consent calendar is approved, the items shall be brought before the council on a future agenda. If there are concerns about an item, the item may be pulled from the consent calendar at the request of any councilor or the Mayor. A vote shall occur to determine if the item should be included as future council business.” Scheduling of this item is in accordance with the Council Operating Agreements. RELATED CITY POLICIES There are no policy issues related to this item. COUNCIL OPTIONS The council may choose to approve, amend or not approve the tentative agenda.
