Mayor Vinis opened the November 12, 2019, meeting of the Eugene City Council.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
The Pledge of Allegiance to the Flag was recited in commemoration of Veterans Day on
November 11, 2019.
2. PUBLIC FORUM
1. Otis Root -Stood in silence to express desire that hatred and violence not be tolerated in the city.
2. Stefan Strek -Discussed concerns related to development projects and equity.
3. Todd Boyle - Expressed concern about the Pledge of Allegiance; discussed low-income housing.
4. Stephen Sheehan - Addressed concerns related to homelessness on behalf of businesses in Eugene.
S. Joshua Korn - Asked council to adopt measures to address concerns about small cell towers.
6. R.J. Herb - Spoke to concerns related to criminal behavior in downtown Eugene.
7. Jim Johnson - Discussed homelessness in Eugene and shared concerns and ideas.
8. Jarl Berg - Discussed concerns related to criminal behavior near business and homes.
9. Bill Berg - Discussed concerns about trash and drug use in Eugene; shared ideas about solutions.
10. Nick Wiley - Discussed impacts of and concerns about drug use and homelessness on local business.
11. Clayton Trzesniewski - Shared concerns about towing vehicles off private property.
12. Kathy Segale - Spoke to experience with criminal behavior near UO campus and related concerns.
13. Dennis Casady - Addressed concerns and ideas related to homelessness and criminal behavior.
14. Clay Skurdal - Addressed concerns about his business related to local criminal behavior.
15. Sean Dwyer - Shared his reasons for running for City Council related to homeless issues.
16. Carolina Jackson - Addressed concerns about experiences with homelessness in downtown.
17. David Ivan Piccioni - Addressed homelessness in Eugene and the effects of population growth.
18. Thomas Bruno - Spoke about ADA concerns related to short-term rentals and ward accessibility.
19. Diane Davis - Shared experiences with criminal behavior in neighborhoods and downtown.
20. Devin - Shared experiences and concerns related to trash and drug use in local parks.
21. Brent Lorscheider - Addressed concerns about local policies regulating short-term rentals.
22. Linda Dunham - Shared concerns about vandalism, trash, excrement and drug use near business.
23. Melissa McNary - Discussed thoughts on the lapse in services for the homeless.
24. Steven Shallenberger - Spoke about personal experiences with criminal behavior in the city.
25. Chelsea Swift - Spoke about her work with CAHOOTS and criminal behavior in Eugene.
26. Kari Robinson - Discussed ideas and concerns related to homelessness in Eugene.
27. Charmaine Rehg - Discussed homelessness in Eugene and related concerns about City policies.
28. Kathleen Walker - Discussed homelessness, affordable housing, and community divisiveness.
29. Richard Self - Discussed concerns about local policies regarding homelessness.
30. Ken Neubeck - Shared his work and thoughts around homelessness within the community.
31. Steve Kimes - Provided anecdote to illustrate the criminalization of homelessness.

35. Pamela Krause - Addressed concerns about homelessness and spoke about her brother in Denver.
36. Kris McAlister - Spoke about concerns related to the unhoused in Eugene and Springfield.
37. Douglas Bovee - Noted distinction between homelessness and criminality; supported housing.
38. Mandey Chappell - Spoke about experiences with homelessness and concerns in community.
39. Tammie Heitz - Shared concerns related to safety in downtown and local parks.
40. Nicholas Bates - Addressed crime prevention in Eugene and security concerns.
41. Teri Morgan - Spoke to addiction crisis in Eugene and related concerns in the community.
42. J. Hallie Roberts - Spoke about STAR voting initiative and concerns related to elections process.
43. Samuel Schall - Spoke about STAR voting initiative and concerns related to elections process.
44. Randall Haffner - Shared thoughts about the difference between criminality and homelessness.
45. Tracy joscelyn - Shared thoughts and ideas related to homelessness in Eugene.
46. Eric Jackson - Shared thoughts about the difference between criminality and homelessness.
47. Matthew Yook - Spoke about climate change and affordable housing in Eugene.
Council Discussion
Councilor Pryor - Expressed appreciation for speakers at the forum; addressed comments
related to acute criminal behavior mentioned by constituents and supported efforts to work
on the issues productively with the community.
Mayor Vinis - Addressed comments related to council process, TAC report implementation,
public safety, and mental health and addiction crisis resources; shared desire to collaborate
with business and community advocates, acknowledging current gaps and future resources.
• Councilor Clark - Expressed support for the Mayor's comments; shared concerns and ideas
about enforcement of low-level misdemeanor crimes including a local municipal jail.
Mayor Vinis - Supported a presentation by Judge Gill to the council on how the City holds
people accountable and gaps in the City's ability to do so.
The meeting adjourned at 9:17 p.m.
