STATE OF THE CITY

I.WELCOME
Mayor James D. Torrey called the meeting of the City Council to order.
II.MUSIC
Mayor Torrey introduced the City Singers, who sang several selections of music.
II.INTRODUCTIONS
Mayor Torrey introduced the City Council and described each councilor's areas of interest and
accomplishments over the past year. In describing the accomplishments of Councilor Betty
Taylor, the Mayor called upon her to support him in an effort to establish a new sister city in
Mexico in recognition of the many members of the community from that country.
Mayor Torrey introduced Oregon's First Lady, Sharon Kitzhaber, and members of her family, as
well as his wife Kathy, daughter Tammy, son Todd, other elected local officials, school board
members, and members of the Youth Leadership Forum and their school principals.
IV. RECOGNITION AWARDS
Mayor Torrey presented Employee Recognition Awards to Randy Ellis of the Eugene Police
Department for his community outreach efforts; Sarah Medary of the Public Works Department's
Engineering Division for her work in City diversity efforts; and Tom Larson of the Public Works
Department's Transportation Division for managing the Ferry Street Bridge project.
Mayor Torrey said that March 2 was "Read Across America Day," in honor of Dr. Suess' birthday,
and encouraged those in attendance to take the opportunity to read for an hour to kindergarten or
first grade children.
Mayor Torrey presented Community Service Awards to Tony Reyneke for his volunteer efforts at
Gilham Elementary School, Regina Cox and Betty Austill of SMART (Start Making a Reader
Today), and Tama Davis, representing the OASIS Tutoring Program.
Ms. Kitzhaber presented a Community Service Award to Tori Luke and Courtney Bowman for
their advocacy of the STARZ (Students Today Aren't Ready for Sex) program. She spoke of the
value of the program and encouraged residents to support their high school students.

V. STATE OF THE CITY ADDRESS
Mayor Torrey thanked City Manager Jim Johnson and his staff for their work in arranging the
State of the City event.
Mayor Torrey reviewed the City's accomplishments in 1999, specifically citing the passage of the
library and parks and open space measures. He briefly discussed the progress made in his
youth leadership program. Mayor Torrey also identified new initiatives, including the possible
opening of Broadway between Willamette and Chamelton streets, the new federal courthouse,
and resolution of service delivery issues in River Road/Santa Clara.
Mayor Torrey discussed his goals for the upcoming year. His goals included resolution of the
police facility and fire facility siting issue, noting the establishment of a task force that would
make recommendations to the full council in May. He urged the council to keep the issue of the
police and fire facilities separate from the issue of a new city hall. Another goal was to establish
afterschool, weekend, and summer programs to provide activities for local youth. Mayor Torrey
announced that he had asked local nonprofit agencies, the school districts, and staff to discuss
what it would take to provide after school care for local youth by summer 2000.
Mayor Torrey thanked those in attendance for coming.

Mayor Torrey adjourned the meeting at 1:15 p.m.
