Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Vinis opened the November 25, 2019, meeting of the Eugene City Council.
1. PUBLIC FORUM
1. Joshua Korn - read a letter related to small cell antennas in residential neighborhoods.
2. Rebecca McCroskey - talked about the effects of non -recreational camping along the riverbanks.
3. Mike McFarlane - talked about the impacts to the river from homeless camping on the riverbank.
4. Jarl Berg - expressed idea that churches should be tasked with addressing homelessness.
S. David Piccioni - talked about the importance of trees and spoke in favor of the polystyrene ban.
6. Tom Dunn - suggested making it easier to find CAP 2.0 information on the City's website.
7. David Igl - asked council to take action about the renaming of Dunn Hall.
8. Linda Kelley - suggested standardizing take-out containers for Eugene restaurants.
9. Linda Perrine - conveyed 350 Eugene's stance that the CAP 2.0 draft is incomplete/negligent.
10. Debby McGee - asked council to prohibit natural gas expansion in our community.
11. Thomas Hiura - talked about how everyone deserves love and respect.
12. Betzi Hitz - addressed problems with the CAP 2.0 draft, including lack of measurable progress.
13. Jim Neu - asked council to look into including fossil fuel risk bond requirements in the CAP 2.0.
14. Jacob Wood - spoke on behalf of LCC's OSPIRG group in support of the polystyrene ban.
15. Sophia Reyes - spoke on behalf of LCC's OSPIRG group about plastic pollution concerns.
16. Abigail Keep - spoke on behalf of LCC's OSPIRG group in support of the polystyrene ban.
17. Teresa Parker - talked about Transit Tomorrow and its potential to reduce carbon emissions.
18. Joe Tyndall - talked about the alarming nature of social justice.
19. Mark Howard - said that homelessness in Eugene is a problem that is misunderstood.
20. Wayne Martin - talked about designating safe camping places for homeless individuals.
21. Drix - talked about coming up with new and alternative ideas to address issues.
22. Teri Morgan - talked about the addiction crisis and asked council to pass a recovery resolution.
23. Jim Ball - voiced concerns and ideas about improving the CAP 2.0 draft.
24. Nicholas Engel - talked about lack of homeless services.
25. Sarah Mazze - asked council to support staff in aligning their work with the CAP 2.0.
26. Rowan - shared concerns about SG technology and said lives are on the line with this issue.
27. Darcy Martin - talked about the lack of enforcement and accountability around lawlessness.
28. Deanna Lynn - shared concerns about climate change and encouraged climate action.
29. Alison Grover - encouraged easier alternate transportation routes for bikes and walking.
30. Aaron Woulverton - talked about ecological mindfulness and climate justice
31. Nigel Moseby - talked about housing solutions and his non-profit, A Well and Healthy Living.
32. Kwock Hing Tom - asked the council to help him find a solution for his condemned property.
33. Duncan Varisco - spoke against the annexation of the property on Willow Avenue.
Council Discussion:
• Councilor Semple - said she appreciated everyone who spoke and thanked the OSPIRG students
for continuing to show up.

• Mayor Vinis -said she would be interested in following up with the Willamette Riverkeepers;
thanked 350 Eugene for coming out about the CAP 2.0.

D. Adoption of a Resolution Annexing Land to the City of Eugene (Assessor's Map 18-03-16-30;
Tax Lot 200; located on Spring Boulevard) (City File: Axline-Hazen; A 19-9)
E. Adoption of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-04-14-42;
Tax Lot 6500—located at 625 Howard Avenue) (City File: Burhnam, Jake; A 19-8)
Council Discussion:
• Councilor Clark- pulled Item C from the Consent Calendar.
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to
approve the items on the Consent Calendar except Item C. PASSED 8:0.
Council Discussion:
• Councilor Clark- asked if there was anything time -sensitive about approving Item C, the
annexation proposal that was raised during Public Forum; asked if this is a private application
and if the annexation was in conjunction with development; said he has questions about the
issues of density related to the River Road -Santa Clara refinement plan and that he wants to
learn more so that they can deal with these issues in a uniform way.
• Councilor Syrett - noted that council has the option of having a hearing on a proposed
annexation and recommended going in that direction to get additional information and hear
from others; asked which street would be used to access the property proposed for annexation.
MOTION AND VOTE: Councilor Clark, seconded by Syrett, moved to send this to a
public hearing. PASSED 8:0.
3. ACTION: An Ordinance Concerning Restrictions on the Use of Polystyrene Containers and
Adding Sections 6.874, 6.876, and 6.878 to the Eugene Code, 1971.
City Manager Pro Tem Sarah Medary reminded everyone that a Public Hearing was held on this
issue on November 18, 2019.
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to adopt
an Ordinance Concerning Restrictions on the Use of Polystyrene Containers and Adding
Sections 6.874, 6.876, and 6.878 to the Eugene Code, 1971. PASSED 8:0.
4. ACTION: An Ordinance Concerning Single -Use Checkout Bags, Amending Sections 6.850 and
6.855 of the Eugene Code, 1971, and Repealing Sections 6.860 and 6.865 of that Code.
City Manager Pro Tem Sarah Medary reminded everyone that a Public Hearing was held on this
issue on November 18, 2019.

MOTION: Councilor Taylor, seconded by Councilor Semple, moved to adopt an
Ordinance Concerning Single -Use Checkout Bags, Amending Sections 6.850 and 6.855 of
the Eugene Code, 1971, and Repealing Sections 6.860 and 6.865 of that Code.
Council Discussion:
Councilor Zelenka - said he wanted to make it clear that passing this ordinance puts the City in
compliance with state law; said it adds restaurants, but does not prohibit the use of bags or
wrapping for bulk items, fruit, vegetables, nuts, hardware, meat, fish, potted plants, newspaper
bags, door hangers, garments, laundry, or dry cleaning; said he supports it.
VOTE: PASSED 8:0.
S. ACTION: A Resolution Calling for a Statewide Addiction Recovery Continuum of Care.
Council Discussion:
• Councilor Yeh - thanked Teri Morgan for her testimony on this topic; reported that Oregon has
the fourth highest rate of substance use disorder in the country, but is fiftieth in access to
treatment; shared that two-thirds of Oregonians have a friend or family member who suffers
from addiction and this is a personal issue for many people.
MOTION AND VOTE: Councilor Yeh, seconded by Councilor Evans, moved to adopt a
Resolution Calling for a Statewide Addiction Recovery Continuum of Care. PASSED 8:0.
The meeting adjourned at 9:18 p.m.
