COUNCILORS ABSENT: Nancy Nathanson, Pat Farr. BOARDS AND COMMISSIONS INTERVIEW The following applicants were invited to interview for appointment to the Planning Commission: Adell McMillan Michael Morin Carol Shirmer Charles Rusch Gregory Brokaw Ms. Taylor welcomed each Planning Commission candidate to his/her scheduled interview. Councilors present introduced themselves to each candidate. Ms. Taylor explained that each interview would last 15 minutes and councilors would ask each candidate the same questions. She indicated that absent members of the council would have tape recordings of the interviews and copies of candidates' applications made available to them and the council would make its decision the following week. Councilors posed the following questions to each candidate: 1 .Why did you apply for the Planning Commission and what do you hope to contribute? 2.A) In your opinion, which issues should be given highest priority by the Planning Commission over the next four years? B) Which of these do you consider to be the most important issue, and why? 3,The Planning Commission must often balance competing interests when developing planning documents and making land use decisions. In your opinion, what are the most important factors for the Planning Commission to consider in its decision making? 4.Please share your views on how the Planning Commission can foster community involvement as a whole, in long-range planning projects. 5.Briefly, what is your top strategy for increasing density within the UGB? What is your top strategy for revitalizing downtown? MINUTES--Eugene City Council October 30, 2000 Page 1 Work Session The following applicant was invited to interview for appointment to the Eugene-Springfield Metropolitan Partnership: Justin Whitney Ms. Taylor welcomed Mr. Whitney to his scheduled interview. Councilors present introduced themselves to Mr. Whitney. Ms. Taylor explained that the interview would last 15 minutes and the councilors would ask Mr. Whitney a series of questions; each candidate for the position would be asked the same questions. She indicated that absent members of the council would have tape recordings of the interviews and copies of candidates' applications made available to them and the council would make its decision the following week. Councilors posed the following questions to Mr. Whitney: 1 .Why did you apply for the Eugene-Springfield Metropolitan Partnership and what do you hope to contribute? 2.A) In your opinion, what challenges face business in the Eugene-Springfield area? B) Which of these do you consider to be the most important issue, and why? 3.The Metro Partnership is involved with businesses interested in locating in the Eugene- Springfield area. What criteria do you think is important to consider when addressing business growth in the metro area? 4.Do you have any questions of us? Is there anything you'd like to add? The following applicant was invited to interview for appointment to the Budget Committee: Michael Caprai Ms. Taylor welcomed Mr. Caprai to his scheduled interview. Councilors present introduced themselves to Mr. Caprai. Ms. Taylor explained that the interview would last 15 minutes and the councilors would ask Mr. Caprai a series of questions; each candidate for the position would be asked the same questions. She indicated that absent members of the council would have tape recordings of the interviews and copies of candidates' applications made available to them and the council would make its decision the following week. Councilors posed the following questions to Mr. Caprai: 1 .Why did you apply for the Budget Committee and what do you hope to contribute? 2.A) In your opinion, which issues should be given highest priority by the Budget Committee over the next four years? B) Which of these do you consider to be the most important issue, and why? 3.The Budget Committee meets usually meets twice a month during November through March, and weekly or more frequently during April and May. Please comment on your availability to meet frequently MINUTES--City Council November 6, 2000 Page 2 4.The budget document has gone through a number of revisions in the past few years. Please tell us your thoughts on its format; how it might be improved, or what changes you would suggest. 5.Do you have any questions of us? Is there anything you'd like to add? The following applicants were invited to interview for appointment to the Toxics Board: Brian Allen Matt Hane Madrona Holden Linda Sage Ms. Taylor welcomed each Toxics Board candidate to his/her scheduled interview. Councilors present introduced themselves to each candidate. Ms. Taylor explained that each interview would last 15 minutes and councilors would ask each candidate the same questions. She indicated that absent members of the council would have tape recordings of the interviews and copies of candidates' applications made available to them and the council would make its decision the following week. Councilors posed the following questions to each candidate: 1 .Why did you apply for the Toxics Board, and what do you hope to contribute? 2.Please explain your knowledge and understanding of Eugene's right-to-know law. 3.Please explain your knowledge of federal, state, and local right-to-know laws. 4.Please describe your experience in the formation of or implementation of public policy and regulations. 5. Please discuss your understanding of materials accounting. 6.How would you work to make decisions as a board member given that there may be persons on the board whose views are in direct opposition to yours? For Business Agents/Employees Only: 7.Please discuss your role and responsibilities in the business you represent. 8.Please describe what elements of the measure require your company or employer to report. For Right-to-Know Advocates Only: 9.Please describe your experience as an advocate of the public's right to know. 10.Please describe your ability to understand the use of toxic substances by manufacturers. Susan Thelan joined the council via telephone hook-up for an interview for a position on the Eugene-Metropolitan Partnership and was asked the same questions asked of Mr. Whitney.
