ADMINISTRATIVE ORDER NO. 57-07-02
City of Eugene, Oregon
Under section 16(2) of the Eugene Charter of 1976, the City Manager is given authority
to make purchases and act as the business agent for the City Council in connection with
the sale of real estate and other business and commercial transactions. The City Manager
previously delegated portions of this authority to the various city department Executive
Directors or their designees.
The City intends to:
A. Provide for the uniform and consistent processing of contracts.
B. Minimize the time and attention required of the Executive Director for
routine contracts.
C. Clearly define areas of responsibility with regard to the initiation,
execution, and administration of contracts.
Based on the above, the Executive Director of the Library, Recreation and Cultural
Services (LRCS) Department orders that:
1. The following designees are delegated authority to execute contracts less than
the following amounts:

Library Services Division Director
Recreation Services Youth & Family Services Manager

2. The following designee is delegated the authority to execute expenditure
authorization and purchase card requests and updates:

3. The signing and dating of this Administrative Order replaces Administrative
Order 57-06-02 and any other order in conflict herewith is repealed. The
effective date of this order is May 14, 2007.
