Lehner www.eugene-or.gov Contact Telephone Number: 541-682-5102 ISSUE STATEMENT This is a work session to discuss the new Police Initiative Council Goal and for the council to provide guidance on the draft action plan. BACKGROUND In January 2007, the City Council met to develop strategic priorities for the community. Ten goals were identified including the new police initiative. The new initiative as proposed at the January 2007 City Council Retreat is as follows: Police Initiative - Increase Police Staffing With a Special Focus on Supporting Community Policing and Reducing Property Crime. The adopted strategic plan for the Eugene Police Department (EPD) includes the short-term strategic initiative: Develop a Police Staffing Plan. The purpose of the strategic initiative is to develop a reliable estimate of the number of staff needed for the various levels of police service using sound and readily available methodologies and developing a realistic staffing plan to implement those needs consistent with the overall priorities of the City. A previous set of consultant studies (David Hobson, 1994, 2000) was used to determine line patrol call response and communications staffing requirements. The previous analysis did not include service level considerations nor did it consider other staffing requirements, including investigative and support. The ICMA-PERF report of March 2005 concurred with this need and made an associated recommendation. In addition to (or in the course of) the new analysis, integrated scheduling and planning software should be obtained so that consistent and sustainable analysis and information is available to support efficient staffing decisions for the long term (5-10 years). The final report from the Magellan Corporation is provided as Attachment A to this summary. The findings of the report will guide the development of the action plan for this City Council goal. Two other mid-term strategic initiatives from the Police Department Strategic Plan are relevant to the police initiative discussion: 1) “Complete Development of and Begin Implementation of a Neighborhood-Based Community Policing Strategy”, and 2) “Develop a Property Crime Reduction Strategy.” Preliminary work has started on both of these EPD strategic initiatives. L:\CMO\2007 Council Agendas\M070529\S070529C.doc Community policing in Eugene has struggled due to lack of a coordinated vision and insufficient resources for the level of service desired. At the core of community policing are two elements: (1) establishment of relationships between police officers and the neighborhoods in which they work, and (2) sufficient patrol officer time to engage in jointly prioritized problem-related proactive activities to improve neighborhood quality of life. Eugene is a city relatively low in violent crime but one relatively high in property crime, particularly theft. Because a city’s overall crime rate is heavily weighted toward property crime statistics, a high property crime rate gives Eugene the appearance of being an unsafe place to live. Apart from appearances, the effects of a high rate of property crime are evident and most residents and many visitors experience associated feelings of vulnerability and increased costs to protect, insure and replace property. While the department must play its own important role, a comprehensive interagency community strategy led by the EPD is required to address this issue. The Police Initiative is linked to several community and regional public safety issues. In addition, the material provided in the Magellan Report will require analysis and thoughtful review. As a starting point the following actions emerge as important steps or milestones in the Police Initiative: 1) Review and consider the Magellan Research Corporation’s report: “Comprehensive Staffing Needs Projection, Eugene Police Department Final Report.” To effectively use the Magellan Report and the Model for the Allocation of Patrol Personnel (MAPP) model, its underlying assumptions must be rigorously analyzed and understood. There are a number of policy-related decisions that will be required (see Item 4, following) based on this understanding. 2) Assess the Lane County budget and program issues as they relate to Eugene’s goals for a safe community. With the failure of the County’s proposed income tax measure and still uncertain revenue picture for FY08, assumptions and inputs into the Magellan model must consider these implications for the City of Eugene, the Police Department and the prioritization of public safety services to be provided to the community. 3) Discuss the implications of the staffing models in the Comprehensive Staffing Needs Projection Final Report with University of Oregon officials. A number of issues are raised relative to the university and its contractual relationship with the City of Eugene. Although these conversations have started, there are significant staffing and public safety implications associated with them that must be incorporated into the MAPP model and staffing plan. 4) Using information from action items 1-3 above, as well as prioritization information anticipated from the City’s level and mix of services discussion in advance of the FY09 Budget process, define policy level decisions that must be made as inputs into the MAPP model and bring these decisions back to the Mayor and City Council for action. 5) Utilize policy decisions to create the staffing plan, balancing Eugene’s public safety staffing needs for the next five – seven years with various implementation strategies, consistent with the budgetary capacity of the City and the service level and mix identified in the course of preparing development of the FY09 budget. This initiative is also relevant for the City’s goal of “Effective, Accountable Municipal Government: A government that works openly, collaboratively, and fairly with the community to achieve measurable and positive outcomes;” and the goal of “Fair, Stable, and Adequate Financial Resources: A government whose ongoing financial resources are based on a fair and equitable system of revenues and are adequate to maintain and deliver municipal services.” In addition, outcomes of the council’s Neighborhood Initiative will require police programs and services that promote community policing. COUNCIL OPTIONS The purpose of this work session is to provide the council with preliminary information so that future direction can be determined. Given the preliminary nature of this work session, the options are: 1) Direct the council’s Police Initiative committee to proceed with development of an Action Plan incorporating the council concerns and direction from this work session. 2) Direct the council’s Police Initiative committee to return with additional information related to the development of an Action Plan for City Council consideration at a future work session. 3) Take no action. CITY MANAGER’S RECOMMENDATION The City Manager recommends options 1-2, directing the Police Initiative committee to develop a draft Action Plan and return to the council at a future date for additional discussion on this issue.
