ISSUE STATEMENT The purpose of this work session is for council to review and provide input on council agenda priorities for the next 90 days.
BACKGROUND When City Council started the planned spring recess, the COVID-19 emergency and response efforts were just beginning. Since that time, the City’s Emergency Operations Center has been functioning seven days a week. In addition to the emergency response, all City Departments are actively working to follow the Governor’s Stay Home, Save Lives order. While staff are rapidly adjusting and evolving their work, the disruption to service and regularly scheduled programs and activities has been significant. Eugene as a community is experiencing this with schools and many businesses closed or significantly reduced. This is an unprecedented time for Eugene and beyond. In response to the impact of COVID-19, staff have temporarily removed items from the Tentative Agenda to allow City Council an opportunity to provide input and direction on your priorities over the next 90 days. Staff will provide an update on outstanding and emerging items planned for discussion during the next 90 days. Proposed themes for agenda topic areas will include:
Respond and Recover
COVID 19 & Community Health and Safety Updates and Actions Staff will provide regular and on-going updates related to COVID 19 impact. Topics will include legislative actions, budget, funding opportunities and operational updates.
Decisions/Actions related to Community and Business Recovery Focused efforts in prioritizing information and key actions related to community-wide recovery planning to include topics such as affordable housing, support for the unhoused, business recovery support, and critical infrastructure and building projects.
Governing the City
Mandated and Time-Sensitive Action Items This category will include items related to time sensitive code amendments, budget actions, Northwest Natural Gas contract negotiations, and the Comcast Franchise agreement.

Council Goals and Polls
Action/Direction related to Council Polls and Goals This topic area will include council-polled items planned for discussion as well items such as Riverfront Development, downtown planning, homeless services and shelter planning, and the Climate Action Plan 2.0. Council is currently scheduled to be in session between April 8 and July 29. Additional meetings are scheduled to deliberate and take action on the FY21 budget. Council’s input and direction provided during this work session will be used for planning the tentative agenda through July 29, 2020.
